In the new era,China has seen huge advancement in the new smart city construction,improvement in the municipal services,governance and its efficiency,and also increase in peoples sense of fulfillment.The 20th National Congress of the Communist Party of China proposed to we will move faster to change the development models of super-large and mega cities,and build livable,resilient,and smart cities.This requires us to strengthen forward-looking research and explore a path of urbanization and modern urban development in line with China’s reality.This paper reviews literature related to urban system theory and urban governance theory,and finds that most of the current studies on smart city construction are qualitative,with few scholars establishing smart city driving variables and efficiency variable index system,and empirically studies the influencing path of smart city driving factors on smart city efficiency index.Therefore,this paper takes each driving factor of smart cities as the research object to explore whether four smart city driving factors,namely smart infrastructure construction,smart community personnel,smart management and input ratio in the smart industry,have significant positive impacts on smart city performance indicators,namely smart ecology,smart economy,smart government and urban sustainability.Based on the perspective of technology,governance,social capital/public value and comprehensive level of smart city,the construction driving index and efficiency index system of smart city have been built and the theoretical model and four hypotheses have been put forward.Associating with policies and urban planning in the macro dimension,driving factors of smart city cannot be collected through questionnaires aimed at ordinary people.Therefore,this paper firstly determines the driving source variable system by means of Delphi expert opinion method,and then determines the weight of each observed variable among driving variables of smart city by AHP.In addition,factor analysis method was adopted to confirm the effectiveness evaluation system and the weight of observed variables.Finally,the influence of driving variables on the effectiveness variables is determined through linear regression.Finally,this paper draws the following conclusions.Four driving factors,including smart infrastructure construction,smart community personnel,smart management and input ratio in the smart industry,have a significant positive impact on smart city performance indicators,namely smart ecology,smart economy,smart government,and urban sustainability and stability.This paper provides decision-making suggestions for the government’s smart city planning.It is suggested that policy makers in city management should conform to the requirements of the smart city construction,transform the traditional urban operation and governance mode,and prioritize the construction of data and business middle desk and support platform,build general components,strengthen the big data and cloud computing capability,based on driving factors of smart city,so as to ensure the application in all departments.In addition,this paper provides a practical path for improving the efficiency of smart city construction and guarantees the fairness and objectivity of evaluation results of smart city governance. |
