With the great progress of human science and technology in the 20 th century,the concept of "smart city" was widely proposed in the world at the end of the 20 th century and the beginning of the 21 st century.In order to create a more suitable place for human living and exploring a new economic development model of human society,China also made the development of "smart cities" as a national strategy in 2014.Since then,"smart community",as the basic unit of "smart city",has been rising rapidly across the country.The government,research institutes and construction industry have started to explore in all aspects.The Ministry of Housing and Urban-Rural Development,local governments and corresponding research institutes have also issued relevant construction standards and regulations for "smart city" and "smart community".However,due to China’s vast territory,there are huge differences in the level of economic development,climate and geographical conditions,cultural customs and other aspects in different regions.Therefore,China has not formed a unified evaluation standard for the construction of smart community.Considering the broad prospects for the future development of smart communities and the corresponding important utilization value as the basic units of smart cities,this paper hopes to establish the corresponding maturity evaluation index system by focusing on the study and discussion of the evaluation criteria for the construction of regional smart communities.Through the analysis and study of actual case samples,it provides operational guidance for government managers and construction industry employees to timely understand the status quo of smart communities in the region,explore the basic data required by the corresponding policies of smart industry,and quickly learn the core construction indicators of smart communities.In this paper,the concept of "maturity" is firstly introduced.After literature review,investigation and consultation with 18 senior experts in related industries,the Delphi method was used to establish an indicator system including 4 first-level indicators and22 second-level indicators at the base level,platform level,construction level and operation level.Secondly,based on the results of the questionnaire survey data,the analytic hierarchy process is used to construct the evaluation index system of the maturity of the smart community.Finally,through the collection of 53 chongqing smart community construction maturity evaluation questionnaire results,the actual case analysis.This paper mainly has the following functions :(1)To establish the maturity evaluation index system of the smart community suitable for the region in accordance with China’s national conditions;(2)Use actual case studies to understand the basic situation,development trend and objective defects of chongqing smart community.It provides reference for subsequent maturity evaluation of smart communities in other regions;... |
