China has established the family planning policy as the basic national policy as early as the early 1980s.It has been more than 40 years since the implementation of the family planning policy.It is estimated that more than 400 million people were born less in China.It has effectively controlled the growth rate of China’s population,which is conducive to the accumulation of national capital to a certain extent,and has promoted the rapid development of China’s economy and society.However,the resulting more than 200 million only-child families are essentially risk families,because after the death of the only-child,there will be the problem of lost only-child families.At present,China has entered an aging society,and more and more lost only-child families are facing the problem of pension security.The lost only-child family is different from the non-lost only-child family.Because it not only loses the economic supply of children,but also faces the huge mental pain of lost the only child.They can only solve the pension problem through non-family pension,so they will have special needs in pension security.Jimo District of Qingdao is densely populated,and the overall work of family planning has always been at the leading level in the province and even in the country.The rate of only-child is high,so the number of the lost only-child family is relatively large.However,Qingdao Jimo District is located in the eastern coastal area of China,with a relatively developed economy and a relatively abundant government budget,which objectively lays a relatively strong economic foundation for solving the problem of pension security for the lost only-child family.Compared with urban areas,rural areas generally have problems such as weak construction of public supporting services and low per capita income.In a comprehensive consideration,Jimo District of Qingdao has both universality and practical operational space in the issue of pension security for the lost only-child family.Therefore,this paper specially selects the rural lost only-child family in Jimo District of Qingdao as the research object.First,it establishes the relevant theoretical basis for the study by understanding and learning the relevant concepts of pension security for rural lost only-child families;Secondly,grasp the current situation of pension security of this group by issuing questionnaires and in-depth interviews,and analyze the causes of the problem:the policy system is incomplete,inflexible,lacking effective linkage,and generally lagging behind;the basic supporting facilities are not sound and do not meet the standards,making it difficult to meet the special needs of elderly care security for the rural lost only-child families;the service ability is not strong enough and unprofessional,resulting in insufficient ability to handle and solve related problems;there is a lack of openness and richness in innovation awareness,in terms of policy formulation and specific implementation,there is a common phenomenon of mechanically copying and copying homework.Thirdly,Taking into account the supply-demand balance between policy supply and special needs in the elderly care security for rural families,and addressing the existing problems in the above four aspects,innovative proposals are proposed to establish and improve the economic support policy support system and spiritual comfort mechanism for rural lost only-child families,establish a demand-oriented "rural community+" daily care system,and innovate elderly care methods,Encouraging the diversification of elderly care models for rural families with lost families and other demand-oriented measures and suggestions for elderly care security for rural families with lost families,hoping to have certain reference value for the future research and solution of elderly care security issues for rural families with lost families in China.
