A Statistical Study On The Impact Of Public Service On The Income Of Low-Income Groups

Abstract/Summary:
Low-income groups are the key people to promote common prosperity.In the critical period of solidly promoting common prosperity and equalizing public services supply,it is necessary to give full play to the government’s public finance to guarantee low-income groups.This paper focuses on the impact of public service on the income of low-income groups.First,the literature on public service and low-income groups by domestic and foreign scholars is reviewed,and the effect path of public service on improving the income of low-income groups is analyzed theoretically.Secondly,a comprehensive evaluation index system of public service is constructed from the aspects of education,medical and health,social security and employment,public culture,infrastructure and environmental protection.The entropy method is used to objectively evaluate the level of public service in China.Then,the upper income of the low-income groups is set at 67% of the median per capita income of households.Based on the sample data of China Family Panel Studies(CFPS),the income characteristics,individual and household characteristics of low-income groups are described.Finally,based on CFPS data and the comprehensive index of provincial public service level,this paper analyzes the impact of public services on the income of low-income groups by using the fixed-effect panel model,and the heterogeneity of location and urban-rural low-income groups are considered.This paper mainly draws the following conclusions:First,public services have a significant positive effect on the income of low-income groups.Second,the impact of different areas of public service on the income of low-income groups varies greatly.Medical and health services have the largest impact on the income of low-income groups,followed by infrastructure,education,social security and employment services.Relatively speaking,public culture and environmental protection services have no significant impact on the income of low-income groups.Third,the income-raising effect of public service on low-income groups is heterogeneous across geographic locations and between urban and rural areas.Education in the eastern region,infrastructure in the central region and medical and health services in the western region are most effective in increasing the income of low-income groups.Urban residents benefit more from infrastructure services and rural residents benefit more from medical and health services.Based on this,this paper argues that it is necessary to strengthen the supply of public services,achieve precise supply of public services,improve public service supply policies according to local conditions,and focus on equalizing the supply of regional public services.We should actively improve the structure of fiscal expenditure,enhance the efficiency of public service,give full play to the important role of public services in raising the income level of lowincome groups,narrowing the income gap and promoting social equity,further promote common prosperity with equalization of public services.
