Institutional discourse power in international politics refers to the power of countries to influence the design and operation of international institutions through the interaction of discourse in order to guide and influence the international political process.With institutional power and discourse power as the core connotation,it is a dynamic and structural power.By shaping the institutional discourse system,countries can express and advance their own interests and values,and play a greater role in global affairs.The institutional discourse power of a country in the field of global trade is the influence and decision-making power it occupies in the global trade system through discourse interaction in the field of global trade.Through discourse interaction,countries can make progressive progress in the following three aspects:disseminate and expand the country’s global trade values and ideas,practice and lead the operation and reform of the global trading institution,participate in and lead the global trade governance agenda.The strength of a country’s institutional discourse power in global trade originates from the mutual influence of various factors,such as its relative strength centered on economy and trade,national role positioning and multilateral diplomatic ability.As an export-oriented economic power and regional power,Japan plays an important role in the global trade arena.It has been actively promoting the construction of institutional discourse power for a long time,and has made remarkable achievements in the field of global trade,and has made a qualitative leap on the whole since the second term of Abe.By using text analysis and case analysis,we takes the World Trade Organization(WTO)and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership(CPTPP)as examples to discuss the specific process and strategies of Japan in constructing institutional discourse power around these two discourse platforms,and deeply analyzes the influencing factors behind them.First of all,Japan has been an active participant in the WTO and has made many contributions to the formulation and implementation of multilateral trade rules.Based on the recognition of the multilateral trading system,and on the basis of both strategic dependence and strategic independence,Japan has been actively abiding by and making good use of WTO rules under the WTO framework for a long time,actively participating in various issues,promoting the realization of its own interests,and playing a unique and important role in the agenda setting,negotiation strategy and trade rules formulation in the Doha Round and postDoha era.Second,with the withdrawal of the US from the Trans-Pacific Partnership(TPP),Japan took the lead in negotiating the CPTPP and played a leading role in shaping the regional trade architecture.With the help of the concept of proactive multilateral governance,Japan has led the establishment of a comprehensive and open model free trade system in the Trans-Pacific region,and promoted the development of a new agenda for 21st century trade governance,including intellectual property rights,digital trade and trade in services.Today,CPTPP has become an important platform for Japan to maintain and enhance its institutional discourse power in the field of global trade.The supporting factors of Japan’s institutional discourse power in the field of global trade mainly come from Japan’s comparative advantages in the global value chain,the coordination and unification of the country’s role positioning by its "Kantei"(Prime Minister’s Office)political model,and the multilateral diplomacy carried out by a large number of high-quality professional international talents on relevant discourse platforms.At present,Japan’s institutional discourse power in global trade is maintained and enhanced mainly through its active participation in and leadership of multilateral and regional trade agreements.However,with the changes in the international situation,Japan still needs to continue to carry out industrial adaptation and high value-added innovation in the global value chain,and keep the balance between global trade rights and obligations,continue to improve the shortcomings of the domestic party political model of jumble and bureaucracy,and face the dilemma of not being able to obtain a stronger breakthrough strategic autonomy under the premise of maintaining the US-Japan alliance in the long term.However,with its long-standing commitment to a rules-based trading system and its strong participation in international trade organizations,Japan will still play an important role in shaping global trade governance in the future.
