Discourse Construction And Global Cognition Of China's Global Governance Initiatives

With the advancement of globalization and the degree of interdependence between countries,a series of problems such as war,poverty,food shortages,environmental pollution,resource depletion,nuclear safety,cyberspace safety,transnational crime,terrorism etc.,could not only threat and impact within the territory of a sovereign state,more cannot be solved by a single country,it needs cooperation of all countries around the world.Theories and practice on global governance has increasingly become the important issues of the world political and economic development.After 2008,the international financial crisis,international power system appeared a big change,developed economies declining and emerging economies rising,so that the global governance system began to emerge from the "dominance of the west" to "western non-western common governance".Since 18 th CPC National Congress,present Xi Jinping attaches great importance to global governance,announcing "China's contribution","China's initiatives","China's voice" and "China's prescript" all the new ideas frequently in the domestic and international occasions,in order to gradually change China's role in global governance from the being controlled,alienator to the active participant and contributor.China should promote institutionalized power of discourse in global governance,which refers to a country's influence power in international organizations,international rules making,international moral maintenance and international order organizing.Therefore,the formation of China's institutionalized power of discourse needs to go through two stages,the first phase is to construct China's discourse on global governance;the second phase is by international communication and interaction,to achieve the discourse power.Therefore,the research focuses on two questions: What does China say? and How does the world recognize? “What does China say” means how china establish our own global governance discourse;Therefore,to analyze the Chinese discourse on global governance,including two sub-questions: question 1-how to construct the discourse framework of the basic concept of global governance? question 2-how to construct the discourse framework of participate in the practice of global governance.What's more,“How does the world recognize” means whether the world accepts china's governance idea and reform measures.To analyze the degree of how the world accepts the Chinese discourse,this paper puts forward the two core hypotheses-hypothesis 1: the China's initiatives is obtaining a worldwide discourse common sense;Hypothesis 2: the China's initiatives gain higher degree of agreement in the emerging economies than its in the developed economies.To test the two hypotheses,the author uses the media discourse framework including two variables: one is foreign media's attention on China's global governance issues;the other is foreign media's reporting framework on China's global governance issues.Finally,comparing between the discourse connotation of China's global governance initiatives and its global identity,it is examined the effect of China's institutionalized power of discourse.The dissertation has SIX chapters.Introduction is to analyze the significance of this research topic.Chapter 1 is to analyze the theoretical basis of this research framework.China's discourse is combined by two parts: conceptional discourse and participating practical discourse,based on the mutual construction model of discourse---cognition---social practice and media framework theory,this paper is to do a comparison between Chinese discourse and international identity to test China's institutionalized power of discourse.Chapter 2 illustrates the key research question,methodology and samples selection.Chapter 3 and Chapter 4 analyze the discourse construction model of China's initiatives separately,from the conceptional and practical aspects.Chapter 5,by the index of the foreign media's report conspicuousness and topic framework on China's initiatives,by combining quantitative and qualitative research methods,to test the core assumption of this article.It is concluded that China's initiatives such as B&R,AIIB,Strategy of Innovation-Driven Development,etc,obtain pervasive expectation.However,there is a deep gap of cognition between the developed economies and emerging economies.China's initiativesisget higher degree of recognition in emerging economies,however,in the developed economies,the identity is still in a relatively limited level.Based on this conclusion,chapter 6 summarizes the four main factors influencing China's institutionalized power of discourse,first of all,the good opportunities for China and other developing economies after the 2008 global financial crisis to promote China's international discourse power.Secondly,economic diplomacy would be an important role playing in promoting China's influence in global governance institution.The third,the state interests is still the key factors that influence China's institutionalized power of discourse,we should reflect on the new resolving way.The forth,differences of ideological and culture between the eastern and the western become the main obstacle to China's discourse power rising.
