Difficulties And Countermeasures In Solving Social Contradictions In The Work Of Letters And Visits At Grass-roots Level

At this stage,China's reform has entered a critical stage and its development has entered a critical period.In this changeable,severe and complex environment,a series of social problems brought about by the rapid development of society will accumulate into social contradictions if they are not effectively solved.Among the various mechanisms for resolving social contradictions,a large part of social contradictions have been resolved by means of letters and visits.So far,the way of letters and visits has gradually become an important part of the mechanism for resolving social contradictions.This paper mainly analyses and studies the basic operation of the grass-roots petition work in our country at the present stage,combines the knowledge of sociology,public policy and management and uses the methods of literature analysis,investigation and analysis and special case analysis to study in depth the operation of the grass-roots petition work in resolving social contradictions,the effect of the practice,the difficulties and the reasons faced by the grass-roots petition work in our country.Relevant suggestions for improvement,etc.This paper is divided into six chapters for analysis and research:The first chapter is an introduction.This paper mainly discusses the background and significance of this topic,the research status at home and abroad,research ideas and methods,possible innovations and shortcomings.The second chapter is about the relationship between the grass-roots petition work and the resolution of social contradictions.The relationship between the two is further clarified,and the characteristics of the grass-roots petition work and its role in resolving social contradictions are pointed out.The third chapter is the general situation of X Town's letters and visits.Taking X Town as an example,the basic situation of X Town,the general situation of letters and visits,the composition and functions of letters and visits organizations,and the basic operation of letters and visits are described in detail.The fourth chapter is about the practice and effect of X Town in resolving social contradictions by letters and visits.By listing a series of typical practices or measures taken by X Town's grassroots petition work in resolving social contradictions,this paper focuses on the role of petition work in the process of resolving social contradictions and the overall work situation.The fifth chapter is about the difficulties and reasons of X Town's petition work in resolving social contradictions.Through the analysis of the current situation of letters and visits in X Town,we find that there are four main difficulties:first,the lack of organizational strength of letters and visits departments,which makes it difficult to promote the effective resolution of social contradictions;second,the lack of credibility of letters and visits institutions,which makes it difficult to form effective results;third,the lack of ability of letters and visits to deal with professional problems and the ineffective resolution of contradictions.Obviously,the fourth is the misplacement of the contradiction subject's idea of seeking solution and the idea of letters and visits of the staff.Through research and analysis,there are four reasons for the problems:first the responsibility and power of the petition department are not matched;second,the petition work is not rigorous and mandatory;third,the grass-roots society is backward in the culture of rule of law;fourth,the ability of staff is low and decision-making ability is not strong.Chapter 6 is the suggestions for improving and perfecting the work of letters and visits in X Town.Focusing on perfecting the working mechanism at the grass-roots level,optimizing the construction of petitions at the grass-roots level and establishing the correct concept of petitions,this paper puts forward effective measures for further improving and perfecting petitions at X Town.
