Research Of The Optimization Of Management And Operation Of Luzhou Comprehensive Bonded Zone

The comprehensive bonded zone is an important economic carrier for the local reform and opening-up and the development of export-oriented economy.In recent years,the number of comprehensive bonded zone is increasing.In order to respond to the requirements of the "Belt and Road" and the construction and development of the Chengdu-Chongqing economic circle,Luzhou actively integrates into the new pattern of opening up to the outside world,making full use of the special policy advantages of the comprehensive bonded zone to accelerate the upgrading of the industry,which is of great significance for boosting the economic development of Luzhou and its surrounding areas.At present,the comprehensive bonded zone is mostly and directly managed by the management committee of the government agency.The management and operation of the comprehensive bonded zone involves multiple subjects,but the local government plays a decisive role in the development of the comprehensive bonded zone,such as planning,construction,industrial development,and factor guarantee.The development of the comprehensive bonded zone has its own special circumstances in various places.How to promote effectively the development of the comprehensive bonded zone is a valuable research topic in the field of public management,including how to rely on the local government,how to fully allocate various resource elements,and how to form an efficient management and operation system.The thesis,base on the Collaborative Governance Theory and the New Public Service Theory,taking Luzhou Comprehensive Bonded Zone as the research object,made a study on the current situation of management and operation of Luzhou Comprehensive Bonded Zone by adopting individual interviews,case studies,and other research methods.It found that there are some problems from six aspects such as the overall planning strength of the government in the management and operation of the comprehensive bonded zone,the collaborative governance mechanism between management subjects,and the level of industrial development,supporting facilities in industrial zones,and financial guarantee,and analyze deeply the reasons.In order to further optimize the management and operation path of Luzhou Comprehensive Bonded Zone and to provide reference for the government,this thesis,by combining the Collaborative Governance Theory and the New Public Service Theory,puts forward the management concept of “six strengthening” to optimize the management and operation of Luzhou Comprehensive Bonded Zone,namely “strengthening overall planning of the government,strengthening collaborative governance,strengthening industry-driven power,strengthening functional support,strengthening financial guarantee,and strengthening personnel guarantee.
