With the ever deepening of economic globalization and regional economic integration, cooperation and development have been the mainstream of today's world. Along with joining the WTO and China economy integrating into the world comprehensively, the development of bonded port area has been placed great expectations. The bonded port area is Customs supervised special area, which is established at the national opening of the ports areas connected to a specific region, authorized by the State Council, with the functions of porting, physical distribution, processing and so on. There had been 14 bonded port areas authorized by the State Council, since the first bonded port area Yangshan bonded port area has operated on December 10,2005.The establishment of bonded port area is a strategic action in the critical moment when our country speeds up the integrates into the economic globalization,to deal with the change of international development environment and to promote our country positively to expand our influence in the international economics and trade.Since more than five years, our bonded port areas have experienced a progressively developmental process from the point to the surface and from weak to strong. The investors set up the factories or engage in trade, logistics, financial services and other industries in the bonded port area, mainly for the purpose of profit, the investment risk and the investment environment are their key consideration, the preferential policy system for the bonded port area is whether comprehensive, stable or not, will directly influence the investor'confidence. One of the preferential policies, the preferential tax policies play a particularly important role. The bonded port areas have the feature of"outside the passes but within the boundaries", and implement"bonded"in the increment duty, the excise tax aspect, simultaneously, there are different degree preferential benefit in the enterprise income tax, business tax and other various taxes, these lightened the enterprises'burden, and also reduced the occupancy of fund, as well as strengthened the enterprises'competitive power in the international market, attracted the enterprises'to settle down in the bonded port area positively. Regarding the starting development of bonded port area, how to utilize the tax preference policy as well as how to consummate the tax preference policy, are the problems which have been waiting for the solution to create a favorable policy environment for the development of the bonded port area. This article thus launches research, and five parts will be discussed:This first part mainly introduces the definition of the bonded port area and the legal status of the bonded port area, compares with the similar model of special economic zones, review the development process of the bonded port area, and know that the bonded port area is established on the basis of the bonded zones, the export processing zone and the bonded ,and she is the product of deepen the strategy of opening up.The second part first introduces the preferential tax policies and the role of the development of the bonded port area, then introduces the legal documents related to the specific details of preferential tax policy and makes a more detailed introduction. More types of preferential tax, and rich in content, the preferential tax policies play a positive role in promoting the economic development of the bonded port area.This third part compares the preferential tax policies of the bonded port area with other domestic special customs areas', make a conclusion that the bonded port area has more advantages in terms of preferential tax policy. Compares the preferential tax policy among the fourteen bonded port areas, and know that they are not all the same, which have the minor differences but reflect the local characteristics.This fourth part summarizes the shortcomings of the current preferential tax policies of the bonded port area on the basis of two or three parts. The limitation of the preferential tax policies, as well as the deficiency in legislation, policy content, the implementation of supervision are the problems to be solved.This fifth part is the focus of this article, mainly for the improving of the preferential tax policies of the bonded port area. First of all, we must have a correct understanding for the preferential tax policies in the position of the development of the bonded port area, and by strengthening the legal construction of preferential tax, scientifically adjusting the content of the preferential policies, improving the overall tax environment, resolve the current problems of the preferential tax policies in the bonded port area. |
