The Study On The Construction Of A Refined Rule Of Law Village

The report of the 20th National Congress of the Communist Party of China(CPC)for the first time separately discussed and deployed the construction of the rule of law as a special chapter,which fully reflects the CPC Central Committee’s high attention to the work of the rule of law,and also demonstrates the CPC’s perseverance and determination to answer the answer to the question of the rule of law on the new road to the exam.As the key and difficult point of the construction of the rule of law,the construction of the rule of law countryside is a fundamental project and an important link of the comprehensive rule of law and rural revitalization strategy.Only through the construction of the rule of law countryside can we effectively promote the comprehensive upgrading of agriculture,the comprehensive progress of rural areas,and the comprehensive development of villagers,thereby ensuring the smooth implementation of the rural revitalization strategy.In 2019,the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China was held and adopted the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Adhering to and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity",which further proposed to "promote the focus of social governance and service to the grassroots level,sink more resources to the grassroots level,and better provide accurate and refined services.".In 2023,the No.1 central document of the Central Government also proposed again that "to improve the effectiveness of rural governance,it is necessary to improve the grid management,refined services,and information supported grassroots governance platform".In general,with the evolution of rural governance policies from unitary to pluralistic,and from overall to specific,"refined governance" has become an important issue in promoting the modernization of national governance capabilities and governance systems,and is also an inevitable requirement to comply with new development concepts.However,in practice,China’s rural construction under the rule of law is limited by the "inefficient and extensive" governance method,and there are deficiencies in the concept of rural construction under the rule of law,grassroots political structure,rural legal operation mechanism,and rural legal service supply.As a"National Demonstration Village of Democracy and Rule of Law",YH Village has entered a refined governance stage in terms of grassroots party building,the rights and responsibilities of village cadres,village rules and regulations,and daily life.It has played an important leading and exemplary role,which is of great significance for the study of China’s rule of law rural construction towards a refined direction.Through literature analysis,case analysis,and other research methods,this article uses the experience of YH Village in the refinement of the rule of law rural construction to deeply explore the refinement path of China’s rule of law rural construction.In addition to the introduction and conclusion,this article is divided into four chapters.The first chapter carries out a theoretical analysis of the construction of the rule of law countryside,including an explanation of the relevant concepts of the rule of law countryside and an introduction to theoretical tools.The second chapter analyzes the practical difficulties in the construction of rule of law rural areas in China,and finds that there are still dilemmas in the current construction of rule of law rural areas in China,such as the concept of rule of law rural construction "being but not strong",the grass-roots rule of law system "being but lagging behind",the rural legal operation mechanism "being but not smooth",and the supply of legal services "being but insufficient".In the third chapter,taking YH Village as the research object and adopting the case analysis method,it is understood that as a "national demonstration village of democracy and rule of law",it fully reflects the refinement trend of rural governance in the construction of a rule of law village.In Chapter 4,through the refined governance practice of YH Village,the author summarizes the governance experience,that is,to achieve the rule of law in rural governance,the following ways need to be addressed:first,advocating the concept of rule of law rural construction,second,strengthening the standardized construction of power,third,strengthening the effective implementation of rural laws,and fourth,innovating the supply mode of refined legal services.Finally,it summarizes the innovative rural governance path of YH Village,and further analyzes the possibility and limitations of applying this model in the governance transformation of similar rural areas.
