With the acceleration of the construction of service-oriented government and the continuous improvement of the public financial system,the government’s purchase of public services has become an important way for the government to provide public services.In the context of increasingly complex governance environment and increasing governance tasks,there is a serious conflict between the existing number of district and county governments and the increasing governance load.In this case,the district and county governments need to break through the employment constraints on staffing and enhance the flexibility of government governance,so they recruited government service purchasing personnel to engage in technical or auxiliary work to help exercise certain administrative power and provide services,but do not occupy the government staffing.The participation of government purchase service personnel has changed the distribution of government personnel structure and played an optimization role,which can better adapt to the actual needs of grass-roots governance.Whether in terms of the number of personnel or the work content,the government purchases service personnel,has become a very important part of the composition of district and county government personnel.The use of government purchased service personnel has practical benefits for all social parties.For government agencies,the use of government purchased service personnel not only makes up for the shortage of labor in grass-roots social governance,promotes the development of administrative services,but also reduces the cost of government employment,and effectively integrates social human resources,and complements the service weaknesses;as an effective supplement to government posts,government service purchasers have achieved their employment goals and contributed to the effective governance and development of society.As for the service objects,the participation of the government purchase service personnel can better meet the growing public service demand of people,and provide guarantee for continuously improving people’s sense of public service.To sum up,the group of government purchased service personnel has shown considerable positive value in stabilizing social governance and high-quality development.As the number of government purchased service personnel is increasing and the scope of services involved is getting wider,the rapid expansion of such personnel is likely to lead to many problems.Due to the large gap and serious irregularity between the government purchasing service personnel and the staff in the staffing and other industries in terms of work content,assessment mechanism,salary,training and promotion,the phenomenon of occupational fatigue and brain drain is common among the government purchasing service personnel.This group can not fully play its due role,reducing service efficiency.Therefore,if the district and county governments want to further improve their public service capabilities and promote the modernization of grass-roots governance,they must ensure that the important group of government service purchasers can establish the awareness of serving the people wholeheartedly and have strong energy and continuous enthusiasm to invest in public service.The problems of low service efficiency and lack of management of government procurement service personnel are very prominent,which has affected the image of the government to a certain extent,and has led to problems such as overstaffing and staff expansion.This paper focuses on how to improve the service efficiency of government procurement service personnel,taking D District of R City as an example,put forward suggestions for optimizing the management of government procurement service personnel.Under the guidance of laws to be followed,laws must be followed,and laws must be strictly enforced,institutionalized and standardized management should be carried out.
