Behavioral Logic And Optimization Strategy Of Campaign Governance Of Township Government In Major Health Emergencies

The COVID-19 epidemic is sweeping across the country,posing a serious threat to people’s health.Such a major health emergency is characterized by strong urgency,high infectious risk and great difficulty in prevention and control.However,there are many shortcomings in the governance methods of township grassroots governments in the process of campaign-style control of the epidemic,which directly affects the public trust of the township governments.Therefore,it is of great significance to study how to reasonably solve the major problems of social governance in a short period of time.In this paper,through literature research,participation observation,semi-structured interview and case study method for the research of the grassroots township government will exercise type,in view of the characters of L county township government S movement type governance major outbreaks of behavior process are analyzed,and combed the research status quo of major health emergency,to construct the analysis framework of governance theory.This paper deeply explored the behavioral motivation of township government’s campaign to control the epidemic,analyzed the effectiveness and existing realistic difficulties of township government’s campaign to control the epidemic,and put forward the behavioral logic and optimization strategy of township government’s campaign to control the epidemic in major health emergencies.The main research results are as follows.This paper theoretically analyzes the behavioral logic of rural town governments from the perspective of sports governance,constructs the analytical framework of sports governance theory,and analyzes its applicable conditions.Governance horizon to the countryside movement type is studied in the generation of the township government behavior logic dimension,from "the institutional environment drive township government movement type cooperate governance behavior","resources reality influence movement type governance of villages and towns government behavior choice" and "cultural environment influence movement type governance of villages and towns government behavior identity" three directions is analyzed.It is found that the tools of campaign-style governance are necessary to manage major health emergencies.Based on the actual case of S-town’s campaign-style epidemic control,the analysis was carried out from the aspects of performance expectation,institutional environment,cultural characteristics and resource reality.This paper deeply explores the motivation of the township government’s campaign to control the epidemic is the performance expectation,and its action conditions are based on the system guarantee,behavior organization and economic resources,and then chooses the corresponding action strategies,thus revealing the behavioral logic of the campaign to control the epidemic of major health events in S town.The analysis on the outbreak of the villages and towns government movement type governance effect and the existing problem,analysis the reason of the movement type governance effect,summarizes the movement type of governance experience,found the town S movement,the governance of governance and further clarify movement type is the reason for difficulties in reality,is movement type governance behavior logic and the optimization strategy provides the basis.The success of campaign-style governance in S Town is due to the centralized and unified "strong governance",the effective mobilization of publicity and education and the collaborative governance of "nationwide mobilization".The reasons for the predicament are the imperfect prevention and control system,the traditional governance mode and the imperfect governance mechanism.Based on this,this paper puts forward countermeasures and suggestions for the grassroots government of S town to improve the public health system mechanism,enhance the intellectual endowment and innovate the governance mode,introduce the "five cooperative linkage" governance mechanism,and improve the multiple governance ability of the township government,in order to provide guidance and practical experience for the governance of other regions.
