Research On Construction Effect And Optimization Strategy Of Provincial Government Data Opening Platform In China

In the era of digital economy,data plays an increasingly prominent role in economic and social development,and gradually becomes a new element to improve and develop productivity.The "data dialogue" between government departments and society becomes more and more important and frequent,calling for the emergence of the government data opening platform.China’s government data opening platform is still in the early stage of development.The overall construction level is still far behind that of the United States,the United Kingdom and other developed countries.To explore the evaluation index system for China’s government data opening platform,find out the key points affecting the opening of the platform,dredge the blockage of the platform construction,and overcome the difficulties in the development of the platform are conducive to promoting the gradual perfection of China’s government data opening platform.According to this,this study takes the domestic provincial government data opening platforms as the research object,analyzes its construction status from policy support,development and construction characteristics,and selects the platforms in Beijing and Guizhou province as typical cases for analysis.Through Delphi method,analytic hierarchy Process and network survey,with the help of SPSS26.0 and Yaahpl2.7 software,this study formulated a set of indicators system suitable for evaluating the effectiveness of provincial government data opening platform construction.The index system is divided into two levels.The first-level index includes six indicators:platform preparation,data performance,data quality,platform service,platform interaction and data application.Secondary indicators include policies and regulations,standards and specifications,open authorization agreements,the number of open data sets and other qualitative and quantitative indicators,so as to evaluate the effectiveness of the platform comprehensively and completely.This study selects the data of 18 provincial government data opening platforms from the time of establishment to January 10,2022,summarizes them,evaluates and ranks their effectiveness in combination with the evaluation index system and the data.The results show that Guizhou,Shanghai,Beijing,Zhejiang and Sichuan have achieved good results in the construction of government data opening platform.Shanghai,Guizhou,Sichuan and Guangdong take the lead in the effectiveness ranking of basic layer,data layer,platform layer and application layer respectively.Overall,the results of the 22 provincial government data opening platform construction are not balanced and there are still some problems.For example,the top-level design is not perfect,the data quality is not high,the data resources are not rich,the platform service is not good,the open ecology is not formed,the data application is not deep,and so on.There is still much room for improvement in platform construction.Finally,in view of the problems found,six optimization strategies are proposed in combination with national policy documents:Clear standards and improve policies to promote orderly data opening;Expand the scope of data opening and consolidate the foundation of data opening;Optimize platform design and improve platform functions;Attract the participation of multiple subjects and deepen the mining of data potential;Improve the platform supervision system to ensure the effectiveness of platform opening;Improve public data literacy and create a data culture.
