Research On Improving The Emergency Management Capabilities Of Harbin Municipal Governmen

By combing the theoretical and practical studies of domestic and foreign scholars on improving the government’s emergency management ability,the whole process and full cycle of improving the government’s emergency management ability are explored from four aspects: prevention and emergency preparedness,monitoring and early warning,emergency disposal and rescue,and post-recovery and reconstruction.First of all,the index selection was carried out by referring to the authoritative and representative evaluation indexes of emergency management ability at home and abroad,and the weights of indexes at all levels were clarified through analytic hierarchy process and Delphi method,trying to construct the evaluation index system of emergency management ability of Harbin municipal government.Secondly,using literature research method,questionnaire survey method and fuzzy comprehensive evaluation method to put forward the existing problems,and in-depth analysis of the reasons.The paper holds that there are some problems in the emergency management ability of Harbin municipal government,such as unclear function division,insufficient information monitoring ability,insufficient emergency management force,insufficient coordination and linkage ability,and inadequate publicity and education.Finally,aiming at the problems and causes,this paper tries to explore and put forward targeted countermeasures and suggestions to provide theoretical exploration for reference for improving the emergency management ability of Harbin Municipal government.
