Research On The Operation Of Public And Private Pension Institutions In H County

Population aging is an objective trend of the development of human society.my country’s elderly population is large in scale and the aging speed is fast.The demand structure of the elderly has changed from the survival type to the development type.The importance and urgency of building an aging career and an elderly care service system have become increasingly prominent.In order to implement the national strategy of actively responding to the aging of the population,the State Council issued the "14th Five-Year Plan for the Development of the National Aging Business and the Elderly Service System",which aims to promote the high-quality development of the elderly care service system around the coordinated development of the elderly business and industry.The elderly care institutions are an important part of the elderly care service system,and the quality of the elderly care services they provide affects the development of the elderly care service system.Most of the existing elderly care institutions are restructured from publicowned government institutions,and the operation mode of such elderly care institutions directly affects the quality of elderly care services they provide.In order to support the high-quality development of the elderly care service system during the 14th Five-Year Plan period,this paper focuses on such public and private elderly care institutions,and selects the central nursing home in H County after the completion of the public-private reform in 2019 as the research object.Through field visits,in-depth interviews and questionnaire surveys,it is concluded that the current problems in the operation of the nursing home mainly include four aspects:lack of professional talents,insufficient policy support and supervision,low efficiency of supporting services,and challenges to public welfare attributes.Based on the perspective of synergy theory,this paper firstly demonstrates the applicability of synergy theory in nursing home operation,and then combines the SFIC theoretical model to analyze the current nursing home operation problems from four aspects:initial conditions,institutional design,catalytic leadership and synergy process.cause.Finally,under the guidance of the theoretical model,combined with the cause of the problem,suggestions for optimization of operational problems are put forward.The optimization suggestions correspond to the problems in the operation process,and are analyzed from the initial conditions of the SFIC model,institutional design,catalytic leadership and collaborative processes.Based on these four aspects,specific practical suggestions are given,including:building a mechanism for collaborative selection and training of talents,improving the efficiency of resource allocation and policy support,and building a collaborative service mechanism for social organizations.
