Research On Public Space Governance Of Urban Community

Community is not only the basic unit of national governance,but also an important core area in social governance,and has gradually entered the micro level of national and social governance,becoming the most important part of the pattern of modern community governance.After the reform and opening up,the"management" of the community is gradually moving towards "governance".However,with the continuous acceleration of the urbanization construction process,a large number of migrant populations are crowding into the city center for labor,which leads to different interests and even contradictions.At the same time,people have higher governance will and interest demand for the basic units of their production and life.Community public space is the activity space and basic rights and interests realization space of residents in the community,and the effective governance of community public space is an important measure to ensure their better life.Based on the above background,this paper selects A community in D City as A case.Through field observation of A community and interviews with community staff and residents,we know that A community has its own unique experience and characteristics in public space governance,but there are still many problems.First,the structure of cultural public space and political public space is unbalanced.The lack of public spirit leads to the emergence of collective action dilemma,and the political public space has not formed good channels and rules to express opinions,which leads to the development of political public space lagging behind the cultural public space.Second,the governance effect of the public space in the virtual community has not been maximized,which is mainly due to the low ability of mobilizing resources of the community in the process of building the digital platform,and it has not been able to give full play to its due advantages of "online".Third,the government does not pay attention to the governance rights of the non-registered population.Although the basic rights of the non-registered resident population are guaranteed to some extent in the system and law,the non-registered population is confined to the "psychological partition",and the participation rate of community public space governance is still low.Fourth,in the governance of community public space,the discourse power of administrative forces and political elites is greater than that of residents,thus forming the public space governance dominated by political elites.In addition,based on the practical cases of some communities in Nanjing,Shanghai and Hangzhou,this paper summarizes their experience in community public space governance and overall community governance.Based on the current situation and trend of public space governance in urban communities in China,namely,"the governance body moves from simple to diversified","the governance content expands from physical attributes to social attributes" and "the governance scope extends from physical space to virtual space",the following countermeasures and suggestions are obtained:Firstly,by cultivating the public spirit of community members,establishing the trust basis and the willingness to participate in public affairs discussion,solving the dilemma of collective action and perfecting the corresponding channels of opinion expression,the healthy development of political public space can be realized,so as to balance the development types of community public space.Second,based on the basic needs of community residents,the virtual public space belonging to the community should be built and managed.On this basis,various public activities and discussions should be carried out to create a community space environment that combines virtual reality and interdependence,and the governance ability of virtual community public space should be improved in various ways.The third is to find wisdom in the traditional Chinese social trust mechanism,make it return to the social life of "acquaintances",make the community residents have a certain sense of identity,and combine the standardized rules to ensure the non-registered population to participate in the community public space governance activities of compliance,and then protect the non-registered permanent population governance rights;Fourth,we should get rid of the passivity brought by the previous"administrative" mode,actively explore the needs and interests of residents in the governance of community public space,turn passivity into initiative,and strengthen the interaction with residents from the actual life and needs of residents,so as to coordinate the relationship between "de-administration" and "autonomy".The innovation of this paper lies in that,on the one hand,it supplements the research content of community public space governance.The connotation of community public space is not limited to the physical space,but also should pay attention to the emergence of virtual space with the development of Internet technology.This paper not only observes the governance of community public space from the perspective of physical and social attributes,but also pays attention to the community public space from the perspective of the criterion of materiality and virtuality,and constructs three types of community public space,namely,"entity-society","entity-physical" and "virtual-society",in a "dual dimension".On the other hand,in the governance subject,this paper will engage in production activities in the community vendors and non-resident population into the community public space governance subject scope,in order to improve the community public space governance subject scope.
