| Public resources and public interests are inseparable.For the country,through effective management of public resources and establishment of standardized and unified public resources trading platform,the role of government can be effectively played,power rent-seeking and moral corruption can be avoided,and the public interests can be prevented from being damaged.Since 2015,The General Office of the State Council has issued relevant regulations,which further clarified that all localities should further promote the transformation of government functions and orderly promote the integration of public resource trading platforms.From the tradition to the integration of modern public resources trading platform development reflects the value of the government and market in the era of digital economy shift to follow the "demand-supply-perfect" the gradual evolution of the trajectory.That is,first of all,in the old,inefficient transaction-oriented model using the platform to carry out information reform,on this basis,gradually establish and improve the function of the embedded platform.Through the enhancement and perfection of the system,the passive demand-led logic can be advanced to the active service-led logic.In order to give full play to the decisive role of market in resource allocation,improve the public resource allocation vitality,the Dalian public resources trading platform executed a series of reforms and construction,because of the Dalian public resources trading platform has a wide range,there are system management is not smooth,incomplete operational mechanism,information resources are not shared,effectiveness non-ideal,and other issues.Therefore,analyzing the problems in the construction of Dalian public resources trading platform,exploring the causes of the problems,and putting forward countermeasures and suggestions to further improve the construction of public resource trading platform play a very important role in improving the construction level of public resource trading platform and promoting public resource trading activities in Dalian.In this thesis,the public product theory,service-oriented government theory and principal-agent theory are applied to the whole process of the research on the construction of the Dalian public resources trading platform,and the relevant data and management system of the public resources trading platform are used.For the current public resources trading platform construction in Dalian operation problems existing in the process of more in-depth analysis,found that Dalian public resources trading platform has low participation,lack of comprehensive regulatory functions,incomplete credit evaluation system,trade subject and workers,the good and bad are intermingled,the low degree of information sharing,the problem such as file system construction is not perfect.The causes of these problems are attributed to five aspects:imperfect legal system construction,low awareness of public sector integration,asymmetric information resources,insufficient efforts and methods of professional personnel training,and unclear division of responsibilities between comprehensive supervision and industry supervision.On the basis of drawing lessons from advanced experience at home and abroad,this thesis puts forward countermeasures and suggestions to further establish and perfect Dalian public resources trading platform,such as perfecting the trading rules system,strengthening the information construction of trading platform,strengthening the trading management and supervision system,and establishing and perfecting the management and training system of practitioners.The research of this thesis will help Dalian public resources trading platform to better serve the market,ensure the fairness and justice of public resources trading activities,improve the quality of Dalian’s business environment construction,and also provide feasible research programs and experience for the relevant research in other regions. |
