Research On The Management Problems And Countermeasures Of Shanxi Public Resources Trading Platform Based On The Framework Of Social-Technical System

China’s public resources trading market system has entered a mature period,and the economic function and public value of the public resources trading platform are increasingly apparent.The construction and development of the public resources trading platform has activated the entire public resources trading market,and has stimulated the utility of public resources to the maximum extent,making the market-oriented allocation of public resources outstanding.Shanxi Province has implemented the strategic deployment of the CPC Central Committee and established a provincial public resource trading platform.However,due to its short time and slow development,it is generally in the early stage of development.Therefore,in the process of platform management,there are some phenomena such as low integration,lack of unified standards,and weak multi-supervision and supervision.These prominent problems affect the social and economic development of Shanxi Province.Based on this,this paper puts forward the following research questions: What is the current situation of the management of Shanxi public resources trading platform? What are the problems of platform management? What is the cause of the problem? How to realize the effective management of Shanxi public resources trading platform?On the basis of clarifying the theory of social-technology system,this paper takes the construction of the "social-technology" system analysis framework as the starting point,and takes "how to promote the effective management of public resource trading platform" as the problem-oriented research.In terms of research ideas,this paper follows the logic of "literature review-current situation analysis-problem discussion-cause analysis-countermeasure research",takes the Shanxi public resources trading platform as the case study object,explores the management and construction status of the Shanxi public resources trading platform in four aspects,namely,participants,organizations,technical platforms and objectives and tasks,and analyzes and studies the existing problems and causes under the current situation,Put forward relevant countermeasures and suggestions.The study found that,under the decision and deployment of the CPC Central Committee and the Shanxi Provincial Committee,the management of the public resources trading platform in Shanxi Province has achieved certain practical results,but there are still many problems.Based on this analysis,it is found that the management of Shanxi public resources trading platform has a problem of poor platform operation and management effect at the level of participants;Facing the problem of unclear positioning of platform management in organizational structure;At the level of technology platform,there is a problem that the platform service content is not sound;At the target task level,the platform management system is not in place.In view of the difficulties faced,this paper analyzes the reasons in depth,and proposes to promote the legalization process of the public resources trading platform from the perspective of the "social technology" system theoretical framework in combination with theory and practice;Deepen the reform of the management system of the public resources trading platform;Improve the digital level of public resource trading platform;The countermeasures and suggestions to promote the standardization of the management of the public resources trading platform strive to promote the quality and efficiency of the management of the public resources trading platform in Shanxi Province.
