Research On The Problems And Countermeasures Of Local Government’s Open Decision Making Under The Background Of Digital Government Construction

In the process of streamlining the organization,the construction of digital government promotes the transformation of government affairs,which provides the reform direction for government governance.With the advent of the Internet era,such as digitalization,networking and intelligence,has driven the transformation of the government,which is accompanied by the institutional reform of comprehensive government organizations,government processes,administrative examination and approval,and government and people interaction,which catalyzes the government governance system.Therefore,the construction of digital government has the strategic necessity and the technical feasibility.From the situation of Zhejiang province,its digital transformation has undoubtedly come out of an endogenous evolution path with local characteristics,and it is an important part of the construction of digital Zhejiang province.As a comprehensive display of the superiority of "important window" pioneer,since 2003,Zhejiang provincial party committee and government to strengthen reform,choose the reform of "blade inward" the driven mode,"focus on institutional innovation and market vitality",create the best business environment,to become the government digital transformation "national model" government governance revolution.Open decision-making refers to the system in which the government opens up to the whole process of citizens and the media when making decisions on important public services and management matters,and organizes the public to participate in decision-making in accordance with relevant laws and regulations.This paper system summarizes the theory of e-government affairs,open decision research,citizen participation in effective decision-making theory,the new public service theory,citizen participation ladder on the basis,put forward the theory framework of open decision based on e-government,from the service object and demand,content,participation,participation program and effect,response mechanism and other five aspects to study.Through the case empirical and data analysis research methods,summed up the Hangzhou based on digital government open decision development process,present situation,characteristics,analysis of the problems existing in the process of Hangzhou practice,mainly including open decision participation object scope is small,set issues and public demand related not closely,participation channels to be further widened,participate in decision-making procedures and effect remains to improve,has not been established after the response mechanism,etc.On this basis,he proposed Hangzhou based on e-government open decision-making countermeasures and Suggestions,including expanding the scope of participation,perfect participation culture,citizen participation to choose issues,broaden the carrier and mode of citizen participation,perfect participation process and strengthen meeting management to ensure that the participation effect,establish an open platform to establish the response and evaluation mechanism.At present,the open decision-making mode of Hangzhou municipal government is generally in the initial stage,which still needs to be constantly improved.We should fully apply the digital government,use the network to expand the guidance,constantly integrate new technologies and means to realize online and offline interaction,and realize public participation using multiple methods.Government departments should further explore government management innovation and contribute to the development of China’s democratic politics.
