Research On The Role Of Government In The Development Of Mixed Ownership Economy Of State-owned Enterprises

State-owned enterprises(soes)have a special mission in China,play an important role in China’s national economy in the key areas of the dominant position.However,its original development model already can not adapt to social development,in 2015 the guiding opinions on deepening the reform of state-owned enterprises,points out that state-owned enterprises there are still some outstanding contradictions and problems to be solved,faced with the increasingly fierce international competition and the great challenge of transformation and upgrading,and the reform of state-owned enterprises still exist obvious dislocation of the government’s role in phenomenon,must deepen the reform of the state-owned enterprises,establish modern enterprise system to regulate property rights form,including separate government functions from enterprise management should be the basic goal of the reform of state-owned enterprises.It is of great significance to clarify the role of the government in the development of mixed ownership economy of state-owned enterprises so as to better promote the smooth completion of the reform of state-owned enterprises and realize the goal of strengthening and rejuvenating the country of state-owned enterprises,so as to promote the sound and rapid development of the economy and society,maintain social stability and build a harmonious society.This paper follow the reform of state-owned enterprises is of historical development,government role theory,governance theory and combining theoretical framework,using literature study,case analysis and comprehensive analysis,such as study,first of all to the transformation of the government in our country to develop a mixed sector of the economy of the review process,and the necessity summarized requirements as well as the role of the government’s role to change.Second,X from state-owned enterprises to develop the mixed ownership economy in the general case analysis,this paper expounds the X district government and the state-owned enterprises to develop the mixed ownership economy the role positioning of the status quo,emphatically introduces the role of government in the development of state-owned enterprises dislocation problems existing in the mixed ownership economy,finally to"yuan governance" thought as the instruction,in the place of the government’s role in the reform of state-owned enterprises countermeasures and Suggestions are givenThis paper finds that in the development of mixed ownership economy of state-owned enterprises in area X,the role of government overlaps with other organizations,and there are limitations in the management and operation of state-owned enterprises.In the development of mixed ownership economy,there are also problems such as the vacuum zone of government supervision.Through combing,it is found that the main causes of these problems are the imbalance between government and enterprise,the contradiction of state-owned enterprise reform,and the strong administrative color for the implementation of economic management.These constraints hinder the development of mixed ownership economy of state-owned enterprises in China.Finally,in view of the above practical problems,it is pointed out that the government should take the following roles in the development of mixed ownership economy of state-owned enterprises:public service,that is,emphasizing the construction of service-oriented government,replacing subordinate relations with cooperative relations;macro guidance,that is,promoting the marketization of state-owned enterprises,building their core competitiveness in the market;order maintenance,that is,guiding the public of state-owned enterprises Civilized operation,comprehensive supervision of its operation;system builder,formulation of relevant laws and regulations,establishment of dynamic adjustment mechanism according to the environment.
