Research On The Government Function In The Reform Of Mixed Ownership Of State Owned Enterprises

State-owned enterprises are an important material and political foundation of socialism with Chinese characteristics,and an important pillar and strength for our party to govern and rejuvenate the country.In recent years,with the establishment of the strategic position of mixed ownership as "an important form of realization of the basic socialist economic system",the mixed ownership reform of state-owned enterprises has entered a new cycle of deepening and accelerating.As the planner of macro-reform goals and the regulator of state-owned assets,the government’s function transformation and role play dominate the direction,layout,scale and process of state-owned enterprise reform,and even influence the success or failure of the reform.In this context,the thesis focuses on the dual perspectives of literature analysis and case analysis,attempts to study the role of government functions in the reform of state-owned enterprises,especially the mixed reform process,and tries to answer questions such as "which government functions to transform" and "how to transform functions".It reflects certain theoretical innovation and strong practical significance.This paper uses the methods of literature analysis,comparative research and case study,and takes the new public management theory,collaborative governance theory and principal-agent theory as the theoretical basis.The reform of state-owned enterprises is divided into four stages: decentralization and profit transfer,transformation of operating mechanism,reform of regulatory system and comprehensive deepening of reform.The relationship between the transformation of government functions and the reform of mixed ownership of state-owned enterprises is explored.Then,taking the mixed ownership reform case of Xuzhou x Co.,Ltd.as the main case,supplemented by the cases of other typical regions,and adopting the method of "dissecting the sparrow",this paper summarizes and points out that in the mixed ownership reform of state-owned enterprises,there are some problems in the display of government functions,such as fuzzy boundaries,no distinction between government and enterprises,offside and loss of supervision,and insufficient willingness of the government to delegate power,carefully analyzes the causes of the problems,and puts forward the direction of the transformation of government functions.Finally,the paper puts forward countermeasures and suggestions to improve the government functions in the process of deepening the reform of mixed ownership of state-owned enterprises from four aspects: give full play to the government’s function of regulation and planning,and break down the system barriers,mechanism barriers and structural imbalances;Transform the government’s supervision and management functions,and promote the transformation from "asset management" to "capital management";Improve the government’s coordination and service functions,and promote the innovation of mixed reform methods,path optimization and cultural embedding;We will improve the government’s environmental protection functions and optimize the institutional and market environment.
