Research On The Policy Implementation Of Public Welfare Testing Organization Reform In Y City Under The Background Of Public Institution Classification Reform

With the development of economy and society,the classification reform of public institutions in our country has made initial achievements.In recent years,according to the general requirements of the institutional reform of the state and Shandong province,Y city has steadily pushed forward the reform of the classification of public institutions,divided into public welfare institutions.After the reform,the inspection and testing institutions have played an important role in guaranteeing people’s livelihood,serving the society and promoting the development of enterprises,but there is a deviation from the goal of the reform to promote public welfare services,the main reason is that there are problems in the implementation of reform policy.Therefore,under the background of the classification reform of public institutions,the research on the implementation of the reform policy of public welfare testing organizations is conducive to solving the problems existing in the reform and development of testing organizations and fulfilling the requirements of the reform as soon as possible,achieve the goal of reform.As the pilot of the classification reform of public institutions,the advantages and disadvantages of the reform work are first embodied in the inspection and testing organization of Y City,and the implementation process of its reform policy is studied,it is an important task to understand the problems existing in the implementation of the classification reform and find out the countermeasures to make the inspection and testing organizations develop well so as to provide better public services.This paper takes Y City public welfare testing organization as the research object,adopts semi-structured interview method,Case Study Method,and combines the theory of comprehensive model of policy implementation of Sabatil and Mazmanian,according to the three variables affecting the implementation of policy analysis Y city public welfare testing agencies in the implementation of the reform policy problems.The analysis concluded that the existing problems include:unclear policy directives,insufficient financial resources,lack of and insufficient capacity of practitioners;and the exclusion of target groups from reform in terms of behaviour and perceptions,interest relations of target groups and reform conflicts;the media and the general public have low attention to institutional reform,and the socio-economic environment and technology far outpace the pace of institutional reform.The main reasons are as follows:the policy planning is not perfect,the target groups do not reach a broad consensus,the policy according to the environment of the lack of debugging capacity.In order to better achieve the objectives of the classification reform of public institutions,this paper puts forward some feasible suggestions for improving the effectiveness of the implementation of the reform policy of testing institutions:planning and perfecting the classification reform policy;Target groups reach consensus on reform:do well in policy propaganda,guide target groups to participate in reform,coordinate interests;Testing organizations to do a good job in public service:Transformation of operational thinking,improve service capacity.
