Research On Farmers’ Participation In Rural Public Affairs Decision-Making

In recent years,with the continuous progress and development of society,the party and the state pay more and more attention to farmers’ participation in rural public affairs decision-making,and take farmers’ effective participation in rural public affairs decision-making as an important content of the reform.Under the leadership of the party,the government has made great efforts in farmers’ participation in decision-making and achieved certain results.However,compared with the goal of China’s administrative system reform,there is still a certain gap.According to the contents of the report of the 19th National Congress of the Communist Party of China on democratic decision-making and expanding farmers’ orderly political participation,we can know that as long as the decision-making of public affairs related to farmers’ interests should fully listen to the opinions of farmers,which reflects the important position of farmers’ Participation in rural public affairs decision-making.Taking farmers’ participation as the starting point,this paper focuses on the problems of farmers’ participation in rural public affairs decision-making.Firstly,it analyzes and combs the relevant literature of farmers’ participation in rural public affairs decision-making,expounds the relevant concepts,and defines the meaning of rural public affairs,rural public affairs decision-making and farmers’ participation.Secondly,through the analysis of expectation belief opportunity(dbo)theory,we know that farmers’ participation expectation,participation belief and participation opportunity in rural public affairs decision-making will have a certain impact on Farmers’participation.This paper takes farmers’ participation intention as the measurement standard of farmers’ participation,and takes farmers’ participation expectation,participation belief Participation opportunity as its influencing factor,the questionnaire is designed based on theory and field investigation is carried out to obtain relevant data.Then,based on the field survey data,the model is constructed by using multiple linear regression analysis method to make a regression analysis on the situation of farmers’ participation in rural public affairs decision-making.The empirical results show that farmers’ participation expectation,belief and opportunity will have a significant impact on Farmers’ willingness to participate.Then,by using in-depth interview and case analysis,this paper compares and analyzes two empirical cases about farmers’participation in rural public affairs decision-making,so as to have a certain understanding of the process of rural public affairs decision-making.Finally,based on the above investigation and analysis,this paper summarizes some problems existing in farmers’ participation in rural public affairs decision-making.Including farmers’ weak sense of participation;Low political efficacy;Lack of access to information;It also explores the crux of the problem,and puts forward corresponding countermeasures and suggestions for the problems:strengthening the cultivation of farmers’ awareness of active participation responsibility;Strive to improve farmers’ sense of political efficacy;Broaden farmers’ access to information;Improve the system and legislation of farmers’ participation in rural public affairs decision-making.
