With the continuous development of China’s economy and society,improving the government’s work efficiency and service level has gradually become the appeal of the general public for government departments,so the performance management of government departments has gradually entered the public’s vision.Since the implementation of performance management by the Tax Bureau,it has been gradually promoted and applied in all grass-roots units,and achieved good results.Tax efficiency,tax payment services and tax revenue have been significantly improved.However,with the reform and promotion of performance management,the drawbacks of performance management of tax personnel are gradually revealed.The limitations of personnel performance management system and the control of assessment process standards hinder the effective promotion of personnel performance management in grass-roots tax units.Therefore,it is imperative to optimize personnel performance management in view of the drawbacks and shortcomings of current personnel performance management.This paper takes the performance management of taxation staff in J County as the research object,summarizes the domestic and foreign researches on performance management,and first introduces the development process and current situation of performance management of taxation staff in J County Taxation Bureau.Then,from the four aspects of performance planning,performance guidance,performance appraisal and performance feedback,the investigation and research on the performance management problems of tax personnel in J County Tax Bureau are carried out to analyze the causes of the performance management problems of tax personnel in J County Tax Bureau.On this basis,the following J county tax bureau tax staff performance management optimization objectives and principles,combined with the tax personnel performance management optimization idea,J county tax bureau tax staff performance management optimization plan design,finally from the aspects of organization,personnel,system,technology a few proposed J county tax bureau tax personnel performance management optimization scheme of safeguard measures,Provide guarantee for the smooth implementation of the program.
