Study On The Problems And Countermeasures Of Public Legal Service In Yangxin County

As an important part of public services,public legal services are a major measure taken by the government to safeguard society and improve people’s livelihood,and an important way to ensure social fairness and justice and achieve social stability and development.Only by establishing a public legal service system that covers both urban and rural areas and is convenient,efficient,equal and beneficial to all,can we better meet the people’s needs for diversified legal services and boost the building of a law-based government and social governance at the grassroots level.In the context of a law-based country,a law-based government and a law-based society,Yangxin County has integrated legal publicity,legal aid,people’s mediation work,notarization and other legal resources to further strengthen public legal services,but there are some problems in the process of development.This thesis intends to carry on the research and analysis to Yangxin County public legal service present situation,in order to put forward the optimization basic level public legal service countermeasure measure.Based on the theory of new public management and the theory of public products,this thesis studies and analyzes the situation of public legal service institutions in Yangxin County,the measures to promote public legal service and the achievements.Based on full investigation,it finds that the personnel,working funds and related systems of public legal service institutions in Yangxin County are not in place,and the construction of public legal service platform is not perfect.The effectiveness of public legal services is not remarkable.On this basis,the causes of the problems are analyzed and studied,and it is found that the government’s understanding of public legal services is not in place,the publicity of public legal services is not in place,and the channel between the supply and demand of public legal services is not smooth,which leads to the main causes of these problems.In this regard,by referring to the experience of public legal services in Taicang City of Jiangsu Province,Changning District of Shanghai City and Fengqiao area of Zhejiang Province,three suggestions are put forward to optimize the public legal services in Yangxin County.First,optimize the construction of public legal service platform,and improve the efficiency and quality of public legal services from the aspects of the construction of entity platforms in towns and villages and the integrated development of the three platforms.Secondly,the quality and effectiveness of public legal services should be improved from three aspects: enriching public legal service products,optimizing supply methods and strengthening publicity.Third,establish and improve the public legal service guarantee echanism through personnel,system and funds.
