In my country’s "Civil Servant Law",there are only three communication methods for civil servants:transfer,transfer and temporary training,and there is no mention of secondment.It has been a hot issue in the field.The formation of the phenomenon of secondment reflects the objective needs of promoting the development of national undertakings in the context of the construction of socialism with Chinese characteristics,and also incorporates the inherent needs of all parties involved in secondment.Cause.At present,the research of Chinese scholars in the field of secondment is still in the local research stage,for example,they mostly focus on the causes of the secondment phenomenon from the perspective of the secondment agency or the negative impact of the secondment phenomenon.Although some scholars have tried to analyze and study the reasons for the secondment phenomenon from the perspectives of the seconded unit,the seconded unit and the seconded person,and have put forward different theories,they have mostly focused on the assumption that the interests and needs of the three parties are consistent.The research on the secondment phenomenon under the condition of inconsistent interests and needs of the three parties needs to be further deepened.In order to carry out a comprehensive exploratory research on the secondment phenomenon,this paper attempts to conduct a typological analysis of the secondment phenomenon.Based on the existing research,this paper analyzes the needs,motivations and behaviors of the three participating entities of the secondment phenomenon-the superior seconded unit,the subordinate seconded unit and the seconded personnel-according to the demand theory,and establishes an analysis framework according to the dimension of the needs of the three subjects,and carries out typological analysis.In the analytical framework,the different degrees of compatibility between the needs of the three parties will lead to eight different models of secondment:collusion of interests,low quality efficiency,power transfer,flexible coping,conspiracy to seek rent,relationship dredging,resource negotiation,and pressure release.On this basis,through the empirical study of the secondment phenomenon in the tax system of Y City,this framework is preliminarily verified,and the different characteristics of the secondment phenomenon in different modes and the behavior logic behind the secondment phenomenon are analyzed accordingly.Finally,this paper summarizes the dilemma and its causes of the operation of the secondment mode of the tax system of Y City,and puts forward countermeasures and suggestions for optimizing the secondment mode of the vertical management department at the prefectural and municipal levels from the perspective of the relationship between the three parties and their interests and needs in the secondment process.
