Explorationof Resident Relocation Policy’s Implementation At Yellow River Beach Area

A large amount of sediment carried by the middle reaches of the yellow river has deposited vast beaches and tidal flats on both sides of its lower reaches.This area is called the yellow river beach area.The beach area is not only an important place for flood discharge,flood discharge and sediment deposition of the yellow river,but also an important place for the production and life of the people along the yellow river.For a long time,restricted by multiple factors such as natural conditions and flood control needs,the infrastructure in the beach is weak and the economic level is backward,showing the characteristics of weak industry,sluggish commerce,unstable agriculture and poverty among the masses.In order to improve the appearance of the beach area and realize the people’s dream of living in peace,getting rich and happiness for thousands of years,N province formulated the relocation plan of residents in the yellow river beach area of n province on the basis of in-depth grass-roots investigation,summarizing the pilot experience,soliciting the wishes of the people and listening to the opinions of experts and grass-roots governments,It is also a programmatic document to guide the grass-roots governments involved in relocation to carry out the relocation of residents in the yellow river beach area.Based on the perspective of policy implementation analysis,this thesis summarizes and combs the current situation of beach construction policy implementation in m county,comprehensively uses smith policy implementation process model,and puts forward the problems existing in policy implementation from the four dimensions of idealized policy,policy implementation organization,target group and policy environment,Analyze the causes and put forward countermeasures.Firstly,the author collects,reads and analyzes the literature related to policy implementation and resettlement,so as to realize the overall grasp of research results,academic theories and research models at home and abroad,and lay a theoretical foundation for subsequent analysis and research.Secondly,by consulting the historical data of beach area construction in m county and interviewing relevant staff,this thesis analyzes and summarizes the historical achievements,status and existing problems of beach area construction in M county.Thirdly,starting from the "Four elements" Of smith’s policy implementation process model,this thesis puts forward the problems existing in the implementation process of beach construction policy in M county,mainly including:The problems of scheme planning,policy resources and target group identification in the policy itself;Problems of communication and coordination and system construction at the executive agency level;The problems of compensation psychology,policy cognition and environmental integration at the level of target groups;There are problems in the ideological and political environment and traditional public opinion.Finally,in view of these problems,this thesis analyzes and puts forward relevant countermeasures and suggestions from the dimension of "Four elements".The author expects that through the analysis of a typical case of relocation policy implementation,the research results summarized and refined in this thesis can provide experience for similar governments in underdeveloped areas to implement large-scale resettlement or rural construction.
