Along with the continuous acceleration of urbanization development in China,the city scale continuously expands,the residents’ demand is constantly enriched and improved,and the laws and regulations of our country,economic development,urban management and other construction work can not fully meet the residents’ demand,the problem will be natural.Especially in the aspect of urban management,with the diversification and complexity of problems,the task of ensuring the healthy operation of the city becomes more and more onerous,the need to strengthen and improve urban management is increasingly urgent,and the role and status of urban management is increasingly prominent.To the city management regards the new era society as a major content of development management,the Party central committee ever pointed out,the city management should have "embroider kung fu",want to go deep to fine development unceasingly,promote fine management,enhance economic society develops vigor.The fine management of implementer is street agency,neighborhood offices as a local agency of the government,is connected to the government and the community,the party and the people of the grassroots,is widespread in our country government organizations at the grassroots level of close ties with the masses,respond to the demands,promote economic and social development plays an irreplaceable important role.Although the functions of street offices in China are constantly changing to meet the requirements of fine management of the city,but due to the differences in the actual situation,there are still many problems,such as the performance of the function is not high,the lack of functional authority and so on,which has caused some obstacles to the orderly management of the city.In order to study how to give better play to the functions of sub-district offices and integrate fine management into the management functions of sub-district offices,this paper takes the new public service theory and governance theory as the theoretical basis,and uses case analysis and comparative analysis to study the urban management of M sub-district offices in Nanguan District,Changchun.Combined with the city management of Changzhou and other places to carry out a specific case analysis.This paper studies the main problems of M sub-district offices in the implementation of city management functions,and finds that the sub-district offices have low performance in the implementation of functions,lagging behind in the construction of management teams,prominent problems of overlapping functional authority,great pressure in the implementation of functions,and lack of necessary disciplinary means.Then it analyzes the causes of the problems,including the mismatch of management power and responsibility,the weak theoretical foundation of the management team,the unclear function of the internal organization and so on.Then,feasible countermeasures are put forward from the aspects of strengthening the intelligent construction of intelligent matching rights and responsibilities,improving personnel assessment and training to strengthen the team construction,clarifying the functions of internal institutions,optimizing the allocation of resources,and establishing the "service brand" of street offices.Finally,based on the case analysis,it summarizes the improvement of management system,construction of talent team,system guarantee and governance mode innovation as an important driving force to promote the transformation and deepening of the management function of grassroots city,and an important measure to build smart city and promote the sustainable development of modern governance system and governance ability in our country.
