Abstract/Summary:
Nowadays,the world economic growth is slowing down,meanwhile,the impact of the epidemic and relevant policies has made it a social normal phenomenon for highly educated people to engage in work with lower requirements.In public sector,the cultural influence of learning and being an official,the stability and decency of civil servants,together with the high examination ratio,which characterize public sector employees with involution in their perceived overqualification.Taking some public sector employees and leaders in Guangdong Province as samples,this study explores the influence and influencing mechanism on the subordinates’ active follow-up behavior in the case of empowering leadership.Thus,a moderated mediation model is constructed and 224 available parent-child paired questionnaires are collected at two time points,and the data are analyzed through hierarchical regression.The empirical results show that in public sector,empowering leadership to subordinates with perceived overqualification will produce employees’ exemplary behavior,which has a significant positive effect.Through literature review,investigation and data analysis,this study explains the mechanism behind the leadership empowerment behavior on employees’ exemplary behavior,and explores positive role of civil servants with perception of overqualification in the public sector.Meanwhile,it provides feasible management suggestions in the practice of human resources in the public sector in the aspects of personnel selection,employment and education,in order to strengthen the organizational construction of the public sector.
