| The realization of occupational welfare for mainland and Taiwan workers is not only conducive to the protection of their legitimate rights and interests,but also of great significance for promoting the flow of labor between the two sides of the Taiwan Straits,realizing mutual integration and promoting the peaceful reunification of the motherland.Since the 18 th National Congress of the Communist Party of China,the Taiwan Affairs Office of the State Council,in conjunction with several departments,has successively issued "31 measures to benefit Taiwan","26 measures to benefit Taiwan" and "22 measures for agriculture and forestry",laying a solid foundation for promoting the reunification and development of the two sides of the Taiwan Straits.In recent years,with the rapid economic development of the mainland and the strong promotion of the policy of benefiting Taiwan,the economic,cultural and personnel exchanges and exchanges between the two sides of the Taiwan Straits have become increasingly frequent,the scale of labor mobility has increased,and more and more Taiwan compatriots have come to the mainland for employment,entrepreneurship,residence and life,thus pushing the mainland’s welfare systems to be continuously adjusted and optimized,In particular,it is necessary to meet the occupational welfare needs of mainland and Taiwan workers.Under this background,this paper puts forward the research topic-Occupational welfare of mainland and Taiwan workers: current situation,problems and implementation path.First of all,it makes a rational analysis to clarify the connotation of the research object of this paper-"Taiwan workers" and "occupational welfare".Among them,"Taiwan workers" refers to Taiwan compatriots who are employed,start a business and live in the mainland for a long time,including Taiwan businessmen who work and start a business in the mainland and Taiwan employees in Taiwan enterprises and mainland funded enterprises.The "occupational welfare" includes legal occupational welfare and non legal occupational welfare.Secondly,based on the content of the policy,this paper combs the characteristics of the pro Taiwan Occupational welfare policy issued by the mainland in different periods since the reform and opening up,and takes "Fujian","Pearl River Delta","Yangtze River Delta" and "Beijing Tianjin Hebei" as regional representatives to explain the characteristics of the current pro Taiwan Occupational welfare policy in different regions of the mainland,and further verify that all regions of the mainland hold an open and inclusive attitude towards Taiwanese workers.Then,using the in-depth interview method,on the one hand,understand the current situation of the realization of the occupational welfare of the mainland and Taiwan workers,and summarize the current achievements and existing problems;On the other hand,it explores the reasons for the problems in the realization of the occupational welfare of Taiwan workers,including the many departments involved in the policy,the low willingness of Taiwan youth to stay in the mainland,the coexistence of practical difficulties and institutional obstacles,and the differences in the living environment between the two sides of the Taiwan Strait.Next,build a "shared" occupational welfare system,which needs to meet the essential requirements of "free mobility" and "equal treatment",with four characteristics of comprehensiveness,flexibility,multi-level and integrity,including basic occupational welfare for the whole people,differentiated occupational welfare implemented in various regions or industries,and Private Occupational welfare superimposed by individuals.Finally,based on the above analysis,under the guidance of welfare pluralism theory,this paper puts forward the path to realize the occupational welfare of mainland and Taiwan workers from the government,society,enterprises and individuals,and puts forward corresponding specific suggestions. |
