| The three rural issues are related to the national economy and the people’s livelihood and are the focus of the party’s work during the period of building a well-off society in an all-round way.After the 19 th CPC National Congress,China is vigorously promoting the strategy of Rural Revitalization.Rural civilization is not only the key content and urgent task of rural revitalization,but also one of the main requirements of Rural Revitalization Strategy.However,in reality,many rural areas in China still have a vulgar marriage culture with backward ideas,such as high wedding gifts,even "sky high wedding gifts",large-scale marriage,and the prevalence of human comparison,which has caused a series of adverse social effects and become a hot and difficult problem in the process of continuously promoting the Rural Revitalization Strategy in rural areas.Therefore,establishing a civilized rural style,doing a good job in changing customs in rural areas and managing the problem of high betrothal gifts in rural areas should be a social problem that the current government public sector must attach great importance to and focus on in promoting the Rural Revitalization Strategy.In 2018,2019 and 2021,the Central Document No.1 clearly pointed out that we should continue to promote the work of transforming the rural areas and strengthen the rural spiritual civilization.In 2022,the CPC Central Committee and the State Council put forward in their opinions on comprehensively promoting the key work of Rural Revitalization: carry out special treatment of prominent problems in key areas of changing customs,such as high price betrothal gifts.In response to the call of the national policy of changing customs,as early as 2016,Changle District of Fuzhou has carried out special rectification actions to change customs.In2017,Fuzhou also issued a notice and work plan to carry out the work of changing customs in the whole city.Therefore,as the provincial capital city,Fuzhou carried out reform earlier in changing customs in rural areas and building spiritual civilization.Cangshan District of Fuzhou,as one of the urban areas with relatively concentrated rural areas in Fuzhou,has a weak foundation of rural civilization.It would be an quite significant case to study the implementation of policies.Taking Cangshan District of Fuzhou City as the survey site,this paper obtains first-hand data through field visits,interviews,questionnaires and other methods,comprehensively uses literature research methods and comparative research methods to conduct research and analysis,investigates the implementation of local rural customs change policies and management of high betrothal gifts,combs and summarizes the main measures,work achievements and existing deficiencies of the local government in carrying out customs change work and management of high betrothal gifts.This paper analyzes the influencing factors restricting the implementation of local policies to change customs,and finally puts forward its own thoughts and suggestions for optimizing the local government’s governance of rural marriage high betrothal gifts from the perspective of public management.It is hoped that through this paper’s in-depth analysis of the situation of local rural wedding betrothal gifts and the policy of changing customs and customs,it will provide decision-making reference for the local government to improve the policy of changing customs and customs,scientifically grasp and guide the rationalization of rural wedding betrothal gift consumption,optimize the governance effect,reduce the economic burden of rural residents,and effectively liberate the majority of rural residents from excessive human consumption and human burden,improve the sense of access and happiness of rural residents,and lay a good foundation for spiritual civilization to continuously promote the work of changing customs and customs and help rural revitalization. |
