| Purchasing public services from social forces has become an important part of the government’s public service supply,but on the whole,the performance evaluation of government purchasing public services in China is still in the exploratory stage.Based on the public goods theory and Delphi method,analytic hierarchy process and fuzzy comprehensive evaluation method,this paper constructs a performance evaluation model by following the 4Es logical framework of performance evaluation.First of all,through reading a large number of literatures,a set of performance evaluation index system for the whole process of "Beforehand decision,Processing supervision,Afterwards appraisal" based on the 4Es logical framework is preliminarily drawn up,which is screened and optimized according to expert opinions to test its effectiveness.Then,the index weight is calculated by AHP to ensure its consistency.Finally,according to the fuzzy comprehensive evaluation method,the evaluation model is completed,and some public services purchased by Fuzhou in 2020 are selected as examples for empirical analysis to evaluate the performance score,verify the scientificity of the model,and further analyze the results to find the problems existing in the current government purchase behavior,deeply analyze the causes,and on this basis,put forward countermeasures and suggestions to improve the government purchase efficiency.The model tries to objectively and reasonably evaluate the effect of the government’s purchase of public services for young people by combining qualitative and quantitative evaluation methods,so as to provide a reference basis for strengthening the supervision and inspection of the project undertaking subjects,improving the use efficiency of financial funds and the supply quality of public services,so as to better meet the growing diversified needs of young people,Promote the construction and development of the public service system with Chinese characteristics. |
