The state has repeatedly emphasized the important role of dairy products in protecting people’s health,and strengthening the quality supervision of dairy products is an important part of ensuring food safety in my country.However,the frequent occurrence of dairy product quality and safety incidents is undoubtedly a heavy blow to residents’ confidence in dairy product consumption.Heilongjiang Province has a superior geographical environment and a long history of dairy product processing.It is one of the important provinces in the production of dairy products in my country and has developed into the most important manufacturing base for dairy products in my country.In recent years,the dairy product market in Heilongjiang Province has developed vigorously,and the relevant laws and regulations on dairy product supervision have kept pace with the times.The quality standard system for dairy products such as Processing HACCP Guidelines has been continuously improved,and the quality supervision capacity of dairy products in Heilongjiang Province has been further enhanced.With the progress of the times,the variety and quantity of dairy products continue to grow,and the emergence of emerging technologies such as big data has brought new opportunities for dairy product quality supervision.This paper summarizes the current situation of dairy product quality supervision in Heilongjiang Province,and puts forward corresponding countermeasures for further improving the quality supervision of dairy products in Heilongjiang Province in view of the existing problems and deficiencies.This article is divided into six parts.The first part is the introduction;the second part defines the related concepts of dairy products,and determines the theoretical basis of the research based on the theory of responsive supervision,information asymmetry,and service-oriented government;the third part analyzes the dairy products in Heilongjiang Province The status quo of quality supervision includes overlapping responsibilities of segmented supervision of dairy product quality,lack of coordination among the main bodies of dairy product quality supervision,"penalty management" as a single method of dairy product quality supervision,and dairy product quality standards have not been effectively implemented,etc.The fourth part analyzes the reasons for the existence of the problems from the aspects of unclear division of responsibilities of the supervision department,poor circulation of supervision information,backward grass-roots supervision concepts for dairy products,and lag in the construction of dairy professionals;The sixth part focuses on optimizing the institutional setting of dairy product supervision,constructing a precise dairy product informatization supervision model,strengthening the effective operation of the whole-process supervision mechanism,and improving the service of supervision subjects.The four aspects of consciousness and professional ability put forward the countermeasures to improve the quality supervision of dairy products in Heilongjiang Province.
