| Promoting the equalization of basic public services is a major policy practice that stands at a new historical starting point and is in a new historical development stage to promote social fairness and justice,safeguard people’s livelihood,enhance well-being,and deal with the transformation of major social contradictions.The necessary means and necessary content to achieve the second centenary goal and the ultimate goal of common prosperity.This paper takes the conceptual and theoretical analysis as the logical starting point,and uses the empirical analysis as the basic method to study the supply level and fiscal efficiency of my country’s basic public services.First,build an index system with accurate content and composite evaluation.Based on the data of various regions from2010 to 2019,factor analysis is used to reduce the dimensionality of the second-level indicators of the output system to obtain the first-level index score index.Based on this,it extends to the two dimensions of efficiency and fairness: on the one hand,the entropy method is used to obtain the comprehensive index of basic public services in each region,so as to carry out an empirical analysis on the supply level of basic public services in each province;on the other hand,combined with input The per capita fiscal expenditure index of the system builds a complete input-output system,and the BCC model is used to measure the fiscal expenditure efficiency of basic public services in each province,and the DEA-Malmquist index is used to dynamically decompose the efficiency changes.Finally,the coupling coordination degree model is used to analyze the coordination between the current situation of basic public service supply and the efficiency of fiscal expenditure.The study found that: my country’s overall basic public service level is on the rise,but regional differences and provincial differences are still obvious.The comprehensive index of basic public services in the three major regions of the east,middle and west is characterized by a step-like decrease.The internal differences in the eastern region are serious,but the overall trend of equalization is increasing.The western region also shows an equalization trend.On the contrary,the degree of inequality in the central region is positive gradually increase.In general,the supply level of basic public services in my country is developing towards a benign development and shows a clear trend of equalization as a whole.Efficiency analysis shows that the total factor productivity index of fiscal expenditure on basic public services is not ideal from 2010 to 2019,but it has shown an upward trend,with technical efficiency,pure technical efficiency,and scale efficiency increasing by 1.6%,1%,and 0.6% respectively.%,technological progress fell by 11.4%,technical efficiency growth is the main attraction of the current total factor productivity index progress,and technological progress has become a constraint.The coordination analysis further proves that most areas in my country are in the stage of mild to moderate coordination.During this period,the underdeveloped areas use the scale efficiency to catch up with the economically developed areas,while the economically developed areas are constrained by technological progress,and it is difficult to achieve The degree of coordination phase crosses to the highly coordinated phase,thus leading to the realization of equalization.However,if we cannot break through the barrier of technological progress and use technological progress to promote the progress of total factor productivity,it will be difficult for all provinces to enter a stage of high coordination and achieve high-quality equalization.Therefore,we propose that in the future,we should establish a symbiosis mechanism for high-quality economic development and basic public service construction,implement an equalization mechanism with regions as the core,and implement equalization in stages and levels,and cultivate technologies centered on the efficient supply of basic public services.Measures such as innovative mechanisms to achieve high-quality supply of basic public services. |
