Research On The Supervision Problems And Countermeasures Of Private Pension Service Institutions In C City

With the further deepening of the degree of aging,the pension problem has become one of the important people’s livelihood issues facing our country.People’s demand for diversified endowment services and high-quality services continues to grow,and higher standards and requirements are put forward to expand the effective supply of endowment services.At present,institutional endowment services in China have attracted the attention of all sectors of society.As an important supplement of pension institutions,the emergence of private pension institutions has eased part of the pressure of national pension,but also solved the needs of some elderly groups.At the same time,after the cancellation of the license to adopt the record system,the entry threshold is reduced,which also provides a good opportunity for the development of private pension services.However,in recent years,accidents in private pension institutions have occurred from time to time,seriously infringing on the personal and property safety of the elderly,which is not only the internal operation of private pension institutions is not standardized,but also related to the poor administrative supervision of private pension institutions.Under China’s unique institutional environment and constraints,it is urgent to answer questions such as how to construct a formal old-age security system and how to conduct effective supervision.In this paper,the supervision of private pension institutions as the research object,this paper discusses and studies the analysis framework of the pre-event,in-process,post-event supervision and withdrawal mechanism of private pension institutions.Select C city as the research site,based on welfare administration privatization,market failure,government regulation,such as theoretical basis,according to find problems-ask questions-analysis problem-to solve the problem,the integrated use of literature research,survey method,field study,etc.,comprehensively analyzed the C citizens nutrition regulatory status of the old institutions,It systematically studies and summarizes the problems in supervision,such as imperfect laws and regulations,lax access review,diversified supervision subjects,single and inefficient supervision mode,lack of market withdrawal mechanism,and the phenomenon caused by discretion.From the perspective of government regulation theory,it is suggested to regulate the supervision of private pension institutions from five aspects:improving the efficiency of supervision in advance,perfecting institutional supervision subjects,establishing in-process supervision system,perfecting the withdrawal supervision mechanism,and limiting the discretion of supervision.The supervision problem of the old citizen nutrition institutions is only a microcosm of the overall problems of private pension institutions in China,and similar problems exist to varying degrees in other parts of the country.The regulatory measures and suggestions proposed in this paper can,to some extent,promote the effective supervision of government departments,standardize the operation of private pension institutions in accordance with the law,thus creating a better market environment for pension services,and provide reference value for the supervision of private pension institutions in other cities in China.
