| China is a large agricultural country in the world,and its annual grain output ranks first in the world.The country has more than 500 million rural population.The development of agriculture is a fundamental issue directly related to the great cause of the national economy and the people’s livelihood.With the rapid development of industry,manufacturing and other industries since the reform and opening up,a large number of young people have been attracted to cities and towns to engage in non-agricultural industries.The hollowing phenomenon in rural areas is becoming more and more serious,and the infrastructure construction lags behind the cities and towns.The modernization of agriculture and rural areas is a key link in realizing national modernization.Improving rural living environment and narrowing the gap between urban and rural construction are the first step to revitalize rural areas and serve farmers.For the broad masses of farmers,how to further improve the quality of life,how to improve the living environment,and how to enjoy better public services?It is necessary and extremely important to build a new rural community.Build rural communities well,improve the rural living environment and living quality,make rural communities seamlessly connect with urban supporting facilities,drive rural development,coordinate the balance of urban and rural development,use a good village living environment to drive the common development of rural infrastructure,medical treatment,education,pension and other aspects,and make more young people’s ideas better change from entering the city for development to staying in the village for prosperity.In order to build the above-mentioned ideal community,the most critical link and the first link is to realize that the new rural community housing construction project can not have major risk problems.Do a good job in risk management in the work to ensure the successful construction of the project,so that all kinds of hidden risks disappear in the bud and the construction quality can meet the needs of the masses.At the same time,it can also lay a good foundation for the subsequent construction of supporting facilities.Based on this,this paper will study the risk management of housing construction projects on the basis of the research on new rural community housing construction projects at home and abroad.Firstly,the development status and risk management process of new rural community housing construction projects are summarized.On this basis,the literature analysis method and case analysis method are used to initially extract the risk factors of new rural community housing construction,and based on the hierarchical holographic model(HMM)to establish a preliminary risk identification list of new rural community housing construction projects;In order to maintain the accuracy of the results,the COWA operator and the DEMATEL method are combined to screen the indicators.Five first-class risks including policy risk,planning decision-making risk,construction risk,operation management risk and market risk and their 28 second-class risk influencing factors are screened out.On this basis,the risk evaluation index system of new rural community housing construction project is established.Secondly,through the comparison of the weight calculation methods,the combination weight method is selected for calculation.The subjective weight of the risk evaluation index is determined by the order relation analysis method(G1),and the objective weight is determined by the critical method.The risk evaluation matrix of the fuzzy comprehensive evaluation method is constructed by combining the expert scoring data,and the maximum membership principle is applied to determine the evaluation results and the risk sharing proportion of the key risk factors.Finally,taking Jizhong Garden community as an example,by applying the risk evaluation index system and risk evaluation model of the new rural community housing construction project.It is calculated that Jizhong Garden community is a serious risk and the calculation results are consistent with the actual situation of the project,in which the market risk is a serious risk,and the planning decision-making risk and construction risk are high risks.Targeted countermeasures are proposed according to the risk sharing ratio. |
