| Civil servants are the main body of China’s administrative system,the concrete executor and implementer of the government’s administrative functions,and the important link between the Party and the people.The overall quality of civil servants directly represents the image and credibility of the Party and the government.As an important part of the construction of high-quality civil servants,civil servant training is an important way for the growth and progress of civil servants,but also a powerful hand to improve the government’s governing ability and realize efficient governance.In the face of the new situation and new changes at home and abroad,how to recognize the problems and drawbacks of the current civil servant training,further optimize the supply of civil servant training,and concentrate on building a competent civil servant team has become the objective necessity and key to deal with the opportunities and challenges in the new development stage.This article takes the perspective of supply,in order to baoji civil servants as the research object,based on questionnaire and individual interview methods such as in-depth knowledge supply current baoji civil servants training present situation and the problem of the reality of the analysis and summed up the existing "training organization enthusiasm is not high,supply main body,set unreasonable content,wayold,inadequate funds",etc.A common problem.These problems are mainly caused by the following reasons: First,insufficient attention is paid to training.This is reflected in the stereotypical thinking of the training authorities.The employers do not have a deep understanding of the importance of training,and the training objects are not motivated enough;Second,the training system is not sound.In the demand research is not perfect,the division of authority is not clear,the evaluation mechanism is not perfect;Third,this is reflected in the fact that the single supply restricts the supply capacity,the contradiction between content setting and multiple demands is prominent,and one-way teaching restricts subjective initiative;Fourth,insufficient training guarantee.It is reflected in insufficient organizational guarantee,weak infrastructure and insufficient financial guarantee.In order to solve these problems,on the basis of drawing lessons from the training experience of civil servants in other cities at home and abroad,using human capital theory,learning organization theory and lifelong learning theory,from four aspects of "concept,system,structure and guarantee",this paper puts forward some ideas and countermeasures for optimizing the training of civil servants in Baoji city.To be specific,the training concept of scientific civil servants should be set up from the "ideological level",that is,the concept of talent development,the concept of government investment and the concept of lifelong learning.From the "system level",we should improve the training system of civil servants,that is,establish the demand research system,clarify the reasonable division of power of civil servants training,and improve the evaluation mechanism of civil servants training;From the "structural level",we should optimize the training structure of civil servants scientifically,that is,effectively promote the pluralism of subjects,rationally design the training content and constantly optimize the training methods;From the "security level",we should strengthen the civil servant training guarantee system,that is,strengthen the organization and leadership,integrate training resources and strengthen the fund guarantee. |
