Frequent occurrence of natural disasters is one of the basic national conditions of our country.Our country has been plagued by natural disasters since ancient times.Natural disasters are not only widely distributed and occur frequently,causing huge loss of life and property,but also easily induce other derivative crises,impacting the normal social structure and destroying the original The social order affects the sustainable development of the national economy and society.How to take effective disaster prevention and relief measures to reduce the damage to the economy and society is an important issue of government governance.In disaster situations,informal disaster relief mechanisms relying on social capital have become an important part of disaster relief.From a large number of historical texts,it is not difficult to find that the rulers of the past dynasties have encouraged private opening of positions for relief and mutual rescue of neighbors,and actively gathered grass-roots disaster relief forces to jointly resist natural disasters.These official historical materials confirm that social capital played an irreplaceable and complementary role in disaster relief in ancient my country.With the help of content analysis method,research materials are extracted from official historical books,and after coding analysis,it is found that in the context of ancient Chinese disasters,the role of social capital in disaster relief is dynamic.When social capital can be effectively absorbed by the formal system,will become a powerful supplement to the formal disaster relief system,empowering the governance of natural disasters,thereby promoting the rapid recovery of social order and state power;but when the contradictions and conflicts in the social environment itself have become very acute,or in the process of disaster relief,some When the threat factors are amplified,social capital will gradually break away from or revert to the formal system,affecting the functioning of the formal disaster relief system.The dynamic change process of social capital function covers both positive and negative functions.In terms of positive functions,it mainly includes two aspects.One is to effectively gather disaster relief forces through the cohesion of social capital,in terms of emotional cohesion,information convergence and resource gathering,so as to restore order during disasters and stabilize state power;Through the restraint mechanism of social capital,the functions of atmosphere creation,behavior restraint and policy implementation will be further exerted.In terms of negative functions,social capital incites individual’s polarized emotions at the micro level through the countermeasure mechanism,and creates local specific conflicts at the meso level,which in turn leads to the disorder of the social structure at the macro level and the subversion of state power.The role of social capital in ancient disaster rescue and treatment has brought the following enlightenment to the current disaster management in my country: first,optimize the social relationship network and condense disaster management resources;second,improve the social norm system and stabilize the social order during disasters;third,improve reciprocity Integrity mechanism to cultivate benign social capital.
