How Does The Turnover Of Local Officials Affect Fixed Investment In Urban Infrastructure?

Urban infrastructure construction is an important part of national economic development and urbanization process,and under the existing governance model of "decentralized competition and centralized promotion",urban infrastructure fixed investment carries the important task of "promotion for growth" for local officials.At the same time,urban infrastructure fixed investment is also an important component of local government’s governance ability and local economic growth.The article takes the turnover of local officials as the main line of research,and uses data on the turnover of 252 officials and urban infrastructure fixed investment in 21 municipalities in Guangdong Province from 2000 to 2020 to conduct an empirical analysis,focusing on the impact of the turnover of local officials on urban infrastructure fixed investment behavior and regional investment fluctuations.The study shows that the turnover of local officials significantly increases urban infrastructure fixed investment in their jurisdictions,and the effect of "three fires for a new official" does exist;the turnover of local officials significantly increases urban infrastructure fixed investment in their jurisdictions,and the increase in the turnover of officials also significantly drives the fluctuation of urban infrastructure fixed investment in their jurisdictions.There is an identifiable pattern between the turnover of local officials and urban infrastructure fixed facilities in the jurisdiction:urban infrastructure fixed investment in the jurisdiction gradually increases at the beginning of the officials’ tenure and then slowly decreases,showing an inverted "U" shape.The study confirms the important impact of official turnover on urban infrastructure fixed investment in the jurisdiction,which theoretically provides evidence not only for the "performance perspective" of local officials on urban infrastructure,but also for the internal transmission mechanism linking local officials to regional economic development.To this end,based on the analysis of the effect of local officials’ turnover on urban infrastructure fixed investment,we propose to further reform and improve the officials’ appraisal system,improve the officials’ supervision and control mechanism,ensure the stability of officials’ positions during their tenure,avoid the reduction of urban infrastructure fixed investment due to local officials’ shortsighted behavior,continue to explore the assessment indexes of urban infrastructure fixed investment,and incorporate urban infrastructure fixed investment indexes into the officials’ performance appraisal system.investment indicators into the performance appraisal system of officials and other related countermeasure suggestions.
