In response to the requirements of the 19 th National Congress of the Communist Party of China on "speeding up the establishment of a housing system with multi-subject supply,multi-channel security,and simultaneous rental and purchase",in August 2017,the former Ministry of Land and Resources and the Ministry of Housing and Urban-Rural Development issued the "Using Collective Construction Land to Build Rental Housing".Thirteen cities,including Guangzhou,are pilot cities using collective construction land for building rental housing.In January 2019,the pilot implementation plans of five cities including Fuzhou,Nanchang and Qingdao were approved by two ministries and commissions,and the number of pilot cities increased to 18.The original intention of the policy is to resolve two types of contradictions: one is the contradiction between the tight supply and demand of urban housing and the idle and waste of rural land;the other is the contradiction between the lack of motivation for rural development and the long-term idleness of huge land assets.The pilot work mainly includes four aspects.The first is to improve the project approval procedures;the second is to improve the project construction and operation mechanism;the third is to explore the monitoring and supervision mechanism of rental housing;the fourth is to explore and guarantee the right of the renting group to obtain basic public services.The use of collective construction land to build rental housing will help to build a housing system that combines both purchasing and renting.This paper mainly studies and analyzes the current situation of the use of collective land to build rental housing in Zengcheng District,using interview analysis and questionnaire data analysis as the main means to understand the relevant government departments,development enterprises,and village collectives in Zengcheng District.Willingness to implement the rental housing policy and issues related to understanding the policy implementation process.Comprehensively using the theory of public policy implementation and market failure,this paper analyzes the current situation of the policy implementation of the use of collective construction land to rent housing in Zengcheng District,and summarizes the current policy implementation and practical difficulties.,including many approval procedures,difficulty in raising construction funds,long capital return cycle,lack of scientific guidance on project site selection,unclear main body of supporting infrastructure construction,difficulty in supervision and so on.This paper analyzes the causes of the implementation dilemma of the collective construction land construction rental housing policy,mainly including the limitations of the policy text itself,the low level of government participation,the lack of the ability of the village collective and villagers to participate in the market economy,and the lack of policy implementation resources.According to the predicament and its causes,it provides targeted countermeasures and suggestions for improving the use of collective construction land to build rental housing in Zengcheng District,so as to promote the effective implementation of the collective construction land rental housing policy.
