| At present,socialism with Chinese characteristics has entered a new era,with various conflicts of interest becoming increasingly prominent and primary-level governance facing many new challenges.Consultative democracy,as a unique form of socialist democratic politics in China,embodies important governance value in resolving conflicts at the primary-level level and coordinating interest relations.The CPPCC is an important institutional carrier of socialist consultative democracy.It plays a unique role in solving social problems at the primary-level because it can give full play to the advantages of specialized consultative bodies,smooth the channels for people from all walks of life to express their interests,absorb opinions from all sides and build consensus.The Opinions of the CPC Central Committee on Strengthening and Improving the WORK of the CPPCC in the New Era(2019)proposed to "explore new forms such as integrating CPPCC consultation with social governance,expand the participation of CPPCC consultation,and expand the coverage of the work of the masses in different sectors".Compared with the provincial and municipal CPPCC,the county-level CPPCC is closest to the grassroots,and should play an important role in primary-level governance.However,the county-level CPPCC lacks the establishment of institutions at the town and street levels,so it is suspended in the grassroots governance field.Therefore,it is necessary to deepen the practice and exploration of primary-level CPPCC participation in primary-level governance,clarify the relationship between consultative democracy and grassroots governance,and deeply analyze the embedding strategy and implementation mechanism of consultative governance of the CPPCC.This is of great significance for the CPPCC to translate its institutional advantages into effective governance and to extend its consultation to the community level.In this paper,qualitative research method is used to construct an analytical framework of primary-level CPPCC consultative governance by introducing network governance theory and embedding theory,taking THE S District CPPCC’s participation in the village industrial park renovation project as a case.Finally,the embedded strategy and implementation mechanism of CPPCC consultative governance in S District are presented and analyzed comprehensively.The results show that :(1)the CPPCC in S District is embedded in the primary-level governance network through the three strategies of structural embedment,functional embedment and relational embedment,which produces the space for CPPCC consultation and governance.(2)Further,THE CPPCC in S District plays a consultative governance function through information transmission mechanism,interest coordination mechanism and value identification mechanism to improve the effectiveness of primary-level governance.The practice of the CPPCC in S District shows that the consultative democracy of political consultation extends to the grass-roots level,and participation in primary-level governance is not only an important embodiment of the effectiveness of primary-level CPPCC consultative governance,but also an important way to improve primary-level governance and promote the formation of a social governance pattern of joint construction,joint governance and shared benefits.Finally,combined with the case of consultative governance of the CPPCC in S District,this paper extended the discussion on the current consultative governance of the CPPCC and pointed out that the current consultative governance of the CPPCC shows an obvious "governance" shift.It has become the task and direction of action for the future development of the CPPCC at the primary-level to promote the inclusion of CPPCCconsultation in primary-level governance and form a situation that links up with grassroots consultation. |
