Research On Institutional Work Of Government,Value Co-creation And The Formation Mechanism Of Incubator Cluster

Under the new normal,incubator,as an effective carrier of innovation and entrepreneurship,has become a key driving force for the government to stimulate the market innovation potential.With the strong support of the policy,China’s science and technology business incubator has played an important role in cultivating high-tech enterprises and creating innovative industrial clusters.what’s more,the incubator itself has appeared a new tendency of incubator cluster development.The incubator cluster is manifested as multiple incubators with industrial connections gathering in certain region and competing and cooperate with each other,integrating social capital and innovation resources.It integrates with government management,technical support and other social systems to form an intensive and efficient group of network value chains,which provides strong support for regional innovation and industrial upgrading.Although many regional governments have put forward policies and plans to encourage the development of incubator cluster,they have only realized the primary spatial clustering instead of giving full play to the advantages of cluster.The formation mechanism of incubator cluster and how the government makes efforts still need further theoretical and empirical studies.The problem of incubator cluster development has not received too much attention in the existing research.Incubator cluster is different from conventional industrial cluster,the development and progress of the incubator in China is closely related to the government’s efforts,So the formation of incubator cluster requires not only the horizontal collaborative interaction between incubators and incubators,but also the vertical economic connection and interactive influence between incubators and diversified subjects,mainly including incubating enterprises and government.Combing with Institutional Work theory on the environmental level and Value Co-creation theory on the subject level,this paper theoretically analyzes the role of government institutional work in the formation of incubator cluster and the process of co-evolution of value co-creation with incubator cluster.Firstly,this paper constructs a theoretical analysis framework that emphasizes the interaction between government efforts and incubator clusters,and highlights the networking and multi-agent interaction characteristics of incubator clusters.this paper selects the Guangzhou Development Zone incubator cluster as the object of the longitudinal single case study,obtains first-hand data through surveys and interviews of 23 typical incubators in Guangzhou Development Zone,and conducts Grounded theoretical coding and case analysis.The research found that first,the government helps to form the incubator cluster through the coordination of internal and external institutional work,and with the establishment and improvement of the external institutional environment,the role of the government within the incubator cluster changes from "institution maker" to "auxiliary service provider",and second,under the interactive influence of institutional environment and behavior of cluster actors,the motivations of cluster actors for value co-creation tends to be synergistic,which further improves the breadth and depth of their interaction and resource integration,and third,government institutional work and the cluster of incubators co-evolve.In the process of government institution obeying-institution integration-institution deepening,the institution of value co-creation in the cluster realizes the transformation of value co-connection-value cointegration-value symbiosis.Then,this paper selects an evolutionary game model for modeling and simulation to further verify the proposition.Finally,this paper puts forward relevant countermeasures and suggestions for the government to cultivate incubator cluster to improve regional innovation efficiency based on the research results.
