Research On The Optimization Of The Supply Mechanism Of Lawyers’ Participation In Public Legal Services In Z City

Public legal service is an important part of the government’s public functions,an important measure to ensure and improve people’s livelihood,and a basic,service-oriented and guarantee work for the comprehensive rule of law.Lawyers are an important professional social force in the construction of socialist rule of law in China.Lawyers’ participation in the supply of public legal services changes the government’s traditional supply mode of public legal services,which is a practical form of social governance innovation.Taking Z City as the research object,this paper comprehensively uses the methods of literature review,questionnaire survey,interview and comparison to understand the basic situation of the lawyer industry in Z City,the supply mechanism of lawyers’ participation in public legal services,and the effectiveness and shortcomings of lawyers’ supply,analyze the problems and causes of the supply mechanism,and explore the optimization suggestions of lawyers’ participation in the supply mechanism.The public legal service supply mechanism participated by lawyers in Z City has achieved certain social governance results in ensuring economic and social development,resolving contradictions and disputes,and mediating social relations.However,the decision-making mechanism of lawyers’ participation in the supply lacks multiple interactions.In the allocation mechanism,there are resource organization difficulties such as insufficient number of lawyers,insufficient commitment of lawyers and low resource utilization.In the service guarantee mechanism,there are insufficient drivers of lawyers’ participation due to insufficient funding and non economic service pricing.In the lawyer participation mechanism,there are problems such as the lack of selection of lawyers’ participation and the insufficient effectiveness of the supervision and evaluation mechanism.This paper analyzes the reasons for the problems in the supply mechanism from the aspects of the lack of awareness of government coordinated governance and public participation,the low status of lawyers in social governance,the backward way of government governance,and the lack of constraints on government behavior.Collect and understand the practical experience of lawyers’ participation at home and abroad,summarize and analyze it,and provide enlightenment for the improvement of lawyers’ participation and supply mechanism in Z city.Based on the theory of collaborative governance,this paper takes the exploration and construction of the conceptual identity of the government,lawyers and the public to public legal services as the logical starting point,optimizes the lawyer talent cultivation mechanism to improve the lawyer’s governance ability,optimizes the lawyer resource allocation and decision-making mechanism to improve the efficiency of resource allocation,and improves the lawyer’s participation power by improving the service guarantee mechanism of lawyer participation,To optimize the supervision and evaluation mechanism to improve the effectiveness of services,so as to build a supply system in which the government,the public,lawyers and other multiple subjects cooperate and govern in the supply of public legal services.
