Evaluation And Influencing Factors Of Rural Revitalization Level In Chongqing

The report of the Nineteenth National Congress of the Communist Party of China pointed out that the problem of agricultural and rural peasants is a fundamental issue that has a bearing on the national economy and the people’s livelihood.The implementation of the rural revitalization strategy is conducive to promoting the high-quality development of agriculture and rural areas in the new era and improving the living standards of farmers.On this basis,a scientific evaluation index system for rural revitalization should be established,its influencing factors should be objectively analyzed,and the effect of the implementation of rural revitalization strategy should be evaluated periodically,which is conducive to the formulation of relevant policies and the timely revision and improvement of relevant policies,and better promotes the process of rural revitalization.Chongqing has an obvious dualistic urban-rural structure,facing prominent problems such as lagging rural development,inefficient utilization of resources,and insufficient economic vitality,and the factors affecting its rural revitalization level are complex.Based on the rural index data of Chongqing from 2016to 2020,this paper uses Gaussian Mixed Model and coefficient of variation method to construct a rural revitalization evaluation index system,and then calculates the final rural revitalization index with the help of TOPSIS comprehensive evaluation method,evaluates the rural revitalization level of Chongqing over the years,and analyzes the objective reasons for this trend,and finally according to the rural revitalization index,the Random Forest algorithm is used to sort the importance of each rural indicator and analyze the important influencing factors.The main results are as follows:（1）Evaluation index system for rural revitalization.When using Gaussian Mixture Model to conduct unsupervised cluster analysis on 45 rural indicators in Chongqing,combined with BIC criterion and density distribution map of the original data,the final categories were₁C,C₂ and₃C,and the weights of each component category given by the model were 0.1769,0.3798 and 0.4433 respectively.（2）Evaluation of the level of rural revitalization in Chongqing.The coefficient of variation method was used to weight the specific indicators contained in each category to obtain the specific values of the three categories in different years;then,with the help of TOPSIS comprehensive evaluation method to calculate the rural revitalization index（RRI）,it was obtained that the RRI of Chongqing from 2016 to 2020 were as follows:0.4878,0.4876,0.6958,0.5484,0.4727.The overall results fluctuated between 0.45 and0.70,and the ranking of the level of rural revitalization in previous years was:2018>2019>2016>2017>2020.（3）Influencing factors of rural revitalization.Using the rural revitalization index of Chongqing over the years as the explanatory variable,the rural indicators as the explanatory variables,the Random Forest regression method was used to rank the importance of each influencing factor,and the results showed that the top five important influencing factors were:energy consumption,non-agricultural output value as a proportion of total output value,crop disaster area,farmers’physical fitness projects,and the number of people supporting special hardship,and the relative importance of these 5 indicators was more significant than the rest of the factors.Further combined with the specific connotation of the indicators,the impact on the change trend of the rural revitalization level was analyzed.
