Railway is an important means of transportation in our country,which has the characteristics of light environmental pollution,large transportation capacity and low cost.According to statistics,by the end of 2021,the national railway mileage in operation had exceeded 150,000 kilometers.In March 2022,the national railway passenger volume was 421,0775 million,much higher than that of civil aviation and water transport.The report of the 19 th National Congress proposed that the main social contradictions have changed.passengers’ requirements for the service quality provided by railway transport enterprises are constantly improved.In 2013,In 2013,after the railway government and enterprise were separated,the railway regulatory authorities,as the administrative supervision subject of railway passenger transport service quality,began to pay more and more attention to the supervision of service quality,In 2018,the Ministry of Transport issued the Measures for the Supervision and Administration of Railway Transport Service Quality(Draft),which made specific provisions on the supervision of railway transport service over the quality of railway regulatory authorities,However,due to the monopoly and welfare nature of railway transport enterprises themselves,Inaccurate positioning of themselves in their rights and obligations,Poor sense of competition in the transportation market,Lack of service concept,In the process of operation,more attention is often paid to safety,Emphasizing speed and neglecting service leads to the low level of railway passenger transport service,Cause the railway transport enterprise service level is not high,Cause the passenger ride experience goodwill decreased.The lack of relief mechanism makes it difficult for passengers to protect their rights,Although it can be through litigation.But because the railway legislation system is not perfect,railway operation in the process of regulatory responsibility boundary is unclear,regulatory absence phenomenon is widespread,cause consumers even face complaints,so in order to promote the construction of railway law,railway consumer safety in life and property can maximum experience the high level of passenger service,It is very important to improve the legal mechanism of administrative litigation.In addition to the introduction,this thesis studies the administrative supervision of railway passenger service quality in China.The second chapter describes the theory,and the third chapter analyzes the relevant foreign research,discusses the reference points,discusses the reference points.The fourth part analyzes the problems existing in the service system,and the fifth part puts forward the measures to solve the problems.The author main literature analysis,case analysis,comparative study,and the railway administrative supervision mechanism theory research,around the present situation of railway passenger service administrative supervision,the key is to the quality of the railway service,the current construction and development of the railway industry,railway system,current system,therefore,the thesis is necessary at present.
