In order to integrate supervisory forces and improve the corporate governance system,T Company,a state-owned enterprise in K City,has implemented new measures of collaborative supervision,such as "two-way entry and cross-appointment" between the supervisory board and the internal commission for Discipline inspection,the chairman of the board of Supervisors concurrently serving as the secretary of the internal commission for Discipline inspection,and the joint office of the supervisory board and the office of the internal commission for discipline inspection.Practice,T company board of supervisors and internal discipline as a task force to carry out the enterprise internal supervision mechanism and an important force,through coordinated supervision and internal supervision quality significantly increased efficiency,promote the modernization and standardization of corporate governance,but due to the lack of overall coordination,the problem such as repetition,ineffective supervision,supervision vacancy,The synergistic effect of "1+1 > 2" needs to be further developed.Based on corporate governance practices,T to synergy theory as the guidance,this paper aimed at improving the corporate governance system,the T company with internal commission for discipline inspection supervision of the board of supervisors to carry out the investigation and study,coordinated supervision and effective in fully affirmed the T company at the same time,also points out that the legal basis for the current is still not fully,imperfect systems and mechanisms,the talent team construction of board and other deficiencies,The results show that supervision is not fully covered,supervision force and demand are "inverted",the responsibility boundary of supervision institutions is not clear,and supervision at the same level is weak.This paper adopts the methods of literature retrieval,field investigation,discussion and research,interview and questionnaire to analyze and refine the experience and practice of T Company’s collaborative supervision.It is divided into six chapters.Firstly,the status quo and problems of local state-owned enterprises’ internal collaborative supervision are analyzed from the perspective of corporate governance,and the main concepts and theoretical basis are sorted out.Then analyze the current situation and problems of the collaborative supervision between the Board of Supervisors and the internal commission for Discipline inspection of T Company,and deeply discuss the causes of the shortcomings of the collaborative supervision;Finally,suggestions on how to carry out collaborative supervision are put forward.This paper focus on the local state-owned enterprises with internal discipline supervision and the subject of the board of supervisors,through theoretical discussion and practical test,the following conclusions: synergy supervision is a local state-owned enterprises to improve internal management,to carry out the internal supervision necessary and feasible to form,at the same level supervision is the key to the coordinated supervision,enhance supervision personnel business ability is the basis for realizing the objective of the supervision.At the same time,two innovations are proposed: the two different supervisory systems of the board of supervisors and the internal commission for discipline inspection should be integrated to further exert the synergistic effect.Innovation research should be carried out from the perspective of law,organization and mechanism to prepare for the new situation of corporate governance of state-owned enterprises after mixed-ownership reform.This paper aims to provide reference for improving the quality and efficiency of collaborative supervision and perfecting the corporate governance system of local state-owned enterprises.
