| Comprehensive and strict governance of the Communist Party of China(CPC)is the general requirement of the Party Central Committee for the whole Party under the new situations and circumstances.Xi Jinping,the General Secretary,stressed that if we want to achieve the construction of the new "Great Project",it’s critical for us to practically give full play to the combined roles of ideological Party-building and institutional Party-governance,make the institutional Party governance permeate into every aspect of the Party-building,and attach great importance to the significant functions of the laws and regulations of the Communist Party of China(CPC).Most importantly is that we must ensure that the Party should supervise its own conducts and strengthen its self-discipline to the letter.Taking the Party Constitution as the fundamental law,the Party must maintain the authority and seriousness of the Party Constitution when it relies on the laws and regulations of the Party to strengthen its self-building.What’s more,members of the CPC are the mainstays of the Party’s undertakings and the basis of the Party’s fighting power.Therefore,cultivating qualified Party members,which is regular and important work,is a crucial foundation for advancing the "Great Project" in a coordinated way.Moreover,the first step in fostering the Party members is not only the formulation of the conditions for joining the Party written in the Party Constitution,but also is a key part of the comprehensive and strict governance of the Party.At the same time,it is of great theoretical and practical significance for us to promote comprehensive and strict governance of the Party in the new era and build our Party into a vigorous Marxist Party,that is more ahead of the times,through carrying out an in-depth study of the changes in the conditions for applying for the party in the Party Constitution.During the one-hundred-year course of struggles of the CPC,the adaptive revision and development of the conditions for joining the Party in the Party Program of the 1st Party Congress to the Party Constitution of the 19 th Party Congress have continually guided the Party to enhance its self-construction and won one victory after another all the time,enriching the scientific connotation of the theory of Marxism on the construction of proletarian political parties.Nowadays,at the critical point of the historical converging period of the "Two Centenary Goals",the task to train the Party members needs to be controlled more strictly,because it is a demand to bolster the fighting power of grassroots in the Party under the new historical development orientation,a demand to build a "Great Project",and also a demand to continuously forge ahead in a new journey.This thesis takes the conditions for being Party members stipulated in the successive Party Constitutions of the CPC as the object of study to try to sort out the essential sequence of thought of its changes,and finally analyze its elementary laws and summarize its salutary experience on this basis.By analyzing and sorting out,it’s easy for us to see that our Party has always adjusted the conditions for joining the party according to the changes in its status,environment and tasks so as to maintain its own dynamism and adaptability in the process of the Party-building practices.From the Party Program of the 1st National Congress to the Party Constitution of the 4th National Congress have made preliminary explorations to lay the basic contents of the conditions for joining the party;the Party Constitutions from the 5th National Congress to 7th National Congress have gotten further development on this basis strengthening the Party’s organizational and purity construction,meanwhile,such important details are added: participating in one organizations of the Party and works in the Party too.The conditions for joining the Party in the Party Constitution of the 8th National Congress has highlighted the class nature in order to meet the needs of socialist Construction,so it has been more strict all the time;Having been experienced the tortuous development of the conditions for joining the Party in the Party Constitution of the9 th National Congress to the 11 th National Congress,and after the revision of the Party Constitution of the12 th National Congress,a main framework for joining the Party in the new period was made.The Party constitution of the 16 th National Congress has created a creative advancement of the conditions for joining the Party,which is more suitable for the needs of reform and opening up.It is more important to allow emerging social strata to join the Party,greatly stressing the advanced nature of the conditions for joining the Party.Since the 18 th National Congress,it has been clearly stated that "political standards" must be put in the first place,emphasizing political nature,and further deepening the understanding of the conditions for joining the Party in the new era.Looking back on history,it can be seen that the conditions for joining the CPC in the Party Constitution has been constantly adapted to the demands of the political lines and the living environment of the Party,which is also a key factor affecting the formulation of the conditions for joining the Party in the Party role of various social strata during the construction of the socialist cause.We must keep the following opinions in mind that only by continuously expanding the mass base of the Party can the Party focus all the energies on serving the cause of socialism with Chinese characteristics.In addition,the Party must put a top priority on the "political standard",adhere to the principle of combining general and specific requirements as well so as to guard the "bottom line" and establish a "high line",and finally continuously strengthen the construction of Party’s purity.At the same time,it is also necessary to take maximum advantage of the important role of institutional guarantee within the laws and regulations system of the Party headed by the Party Constitution in cultivating the Party members.Only by keeping the sobriety of "catching up",implementing the self-discipline of running the Party strictly in all aspects of Party Construction,and grasping the key link of joining the Party can the CPC lead and guarantee the steady and promising progress of the majestic ship of socialism with Chinese characteristics. |
