Study On The Public Service Capacity Of Township Government In The Perspective Of Rural Revitalization

The report of the 19 th National Congress of the Communist Party of China pointed out that the public service system must be continuously improved to enhance the capacity of public services in order to meet the growing needs of the people for a better life on the basis of safeguarding the basic life of the masses.In the process of comprehensively deepening the reform,the breakthrough of government reform is the reform of management functions and the innovation of management ideas and methods.On December 29,2017,the Central Committee of the Communist Party of China(CPC)put forward the rural revitalization strategy for the first time at a rural work conference,aiming to make agriculture a promising industry,farmers an attractive career,and rural areas a beautiful new home for people to live and work in.By analyzing and studying the successful models of 21 typical national rural public service cases selected by the Ministry of Agriculture and Rural Development,National Development and Reform Commission and National Rural Revitalization Bureau in December 2021,it is not difficult to find that the reform of service-oriented functions of township governments under the vision of rural revitalization should first address the issues related to public service capacity.This paper uses literature analysis method,questionnaire survey method,field research method,case study method and other research methods to study the public service capacity of Hailiutu Township Government in Zhangbei County,Zhangjiakou City,Hebei Province,and problem-oriented,based on the investigation and analysis of the case,to identify the problems and analyze the attributions based on the theory of service-oriented government,new public management and service theory,in order to explore the ways to improve the public service capacity of township governments in the context of rural revitalization strategy.The countermeasures are proposed in a targeted manner from the perspectives of strengthening the administrative concept and function planning of public services,improving the management system and operation mechanism of public services,widening the financial income channel to strengthen the guarantee of public services,and strengthening the training of service capacity to stabilize the construction of talents,hoping to provide theoretical and practical references for the construction of public service capacity of township governments and the cultivation of typical experiences,which are crucial in the process of promoting the rural revitalization strategy in China.
