Research On New Operation Mechanism Of Firefighting System From The Perspective Of Structural Functionalism

Firefighting was gradually formed along with the development of fire technology,and it was an important means to coordinate the conflict between “man and fire”,and then gradually evolved into a necessary social public product and became an important function of the government.Since entering the new century,with the continuous development of economy and society,the security threat of all aspects of nature and society has gradually increased,and it is urgent for firefighting to evolve from coordinating “man and fire” to an important force of coordinating “man and disaster”.In order to deepen reform,build a service-oriented government,and promote the modernization of the national governance system and governance capacity,in 2018,the state promulgated the Plan on Deepening Party and State Institutions Reforms,which newly established the Ministry of Emergency Management,and all 170,000 firefighters were withdrawn from active service,and the firefighting uniform was changed from olive green to flame blue.This is the most thorough reform of the firefighting system since the founding of the country,which has caused widespread discussions in the society.However,the public only have a general understanding of the reform measures,and did not have a deep understanding of “how to operate after the reform”.There is also little systematic analysis of the operation mechanism of the new firefighting system in academia.Through the analysis of literature and field research,this paper deduces the relationship between the operation of the new firefighting system and the operational framework of the AGIL Paradigm based on the new public service theory and structural functionalism theory,i.e.,the system of external environment,the system of operation,the system of resource integration,and the system of ideological identity,correspond to the adaptation system,the goal attainment system,the integration system,and the latency system,respectively,and the operational framework of the new firefighting system based on AGIL Paradigm is constructed.In this paper,after conducting field research on fire rescue teams in X province,and combining with the actual operation of the new firefighting system in X province,we have verified the operation framework of the new firefighting system based on AGIL Paradigm,and the results show that the operation of the new firefighting system conforms to the logic of the AGIL Paradigm,and the overall operation is good.In particular,the unanimous agreement and support of the government,society and firefighting system for the new firefighting system played a more important role in its stable operation,and also provided a good ideological recognition basis for the introduction and implementation of relevant supporting policies and systems in the later stage,which is conducive to the good operation and continuous improvement of the new firefighting system.
