| The government purchase of social organization pension services with the government as the main body and the participation of social organizations is a new model of public service provision.The government’s purchase of elderly care services from social organizations has gradually matured.However,due to the complex background of the participation of multiple subjects and the ever-changing market environment,potential risks have begun to be exposed,which need to be controlled and prevented.Based on the Guangxi government’s practice of purchasing pension services from social organizations,this paper selects N city as the research object,and introduces the perspective of risk management for specific analysis.First,define the concepts of pension service,government purchase of social organization pension service and risk,and sort out the main guiding theories of this research,namely welfare pluralism theory,principal-agent theory and risk management theory.Second,summarize the current situation of Guangxi N city government purchasing,elaborate its actual background,development history,specific practice and main achievements,and identify the risks of Guangxi N city government purchasing social organization pension services through case analysis and field investigation.,the main risks include rent-seeking corruption risks,management risks,fragmented risks and administrative risks that may arise from government departments;social organizations may generate bidding strategy risks,risks brought by their own capabilities,management fragmentation risks and administrative risks Dependency risk;internal risk and supervision failure risk of the public’s own needs;the risk of index system and talent team that may be generated by third-party agencies,and the risk of lack of process supervision,and summarize the risk consequences of all parties.Finally,the paper analyzes the main sources of the risk of Guangxi N city government purchasing social organizations’ pension services from the system level,concept level,subject level,and reality level,and puts forward risk prevention suggestions: from the government dimension,improve the top-level design,social organization dimension,strengthen the main body The dimension of ability cultivation and service objects,promote the differentiation of elderly care services,the dimension of third-party institutions,build a monitoring and evaluation mechanism,and strive to improve the quality of elderly care services purchased by the Guangxi government from social organizations. |
